This technical document provides an overview of the stages of monitoring and evaluation (M&E) processes, of the process and criteria of selecting indicators, and of classification of indicators. This document also reviews nine challenges to M&E, including replicability, the balance between efficiency and effectiveness, and choosing an appropriate timeframe and period for evaluation.
