This manual provides information on financing sources to support implementation of Technology Action Plans (TAPs) for greenhouse gas (GHG) emissions reduction. It covers both mitigation ‘projects’ (such as a wind farm or a solar PV generation facility) and ‘programmes’ (such as a credit line for financing energy efficiency projects in small and medium-sized enterprises, or bulk procurement and distribution of compact fluorescent lamps to households). The primary emphasis is on multilateral and bilateral sources of financing but it also includes an overview of private funding sources and public-private partnerships (PPPs). The target audience is national experts, consultants, and government agencies within developing countries’ Technology Needs Assessment (TNA) teams, including a broad range of stakeholders from government institutions, non-government organisations, and the private sector.
