The National Council for Climate Change and Clean Development Mechanism (CNCCMDL), organized a Policy Briefing to present and review the outcomes of the workshop on “Developing Results-based Action to Strengthen Human Resources, Learning and Skills to Advance Green, Low Emission and Climate Resilient Development.”

The National Council for Climate Change and Clean Development Mechanism (CNCCMDL), organized a Policy Briefing to present and review the outcomes of the workshop on “Developing Results-based Action to Strengthen Human Resources, Learning and Skills to Advance Green, Low Emission and Climate Resilient Development”, Juan Dolio, Dominican Republic, 24-25 April 2012.

The Briefing provided an opportunity to discuss the actions identified during the workshop and agree on a road map for preparing and launching the National Strategy to Strengthen Human Resources and Skills to Advance Green, Low Emission and Climate Resilient Development during the first half of 2012.

Mr. Moisés Alvarez, National Coordinator of the UN CC:Learn project in the Dominican Republic, indicated that the National Strategy  will be launched in July 2012.  The launching event is expected to  bring together decision makers from government, civil society, the private sector, UN agencies and other members from the development community. He also expressed his hope that the National Strategy could motivate other countries in Latin America and the Caribbean to advance a strategic approach to climate change learning. Additionally, Mr. Alvarez pointed out that the Green Climate Fund could provide financial resources to promote the development of individual and institutional capacities to address climate change through learning and skills development.

Important milestones discussed at the Policy Briefing include:

  • A consultation process to review a draft of the National Strategy in June 2012
  • Preparation of a Declaration to Strengthen Human Resource Capacities to Advance Green, Low Emission and Climate Resilient Development for endorsement  at the Strategy launch event in July 2012
  • Exploring modalities and partnerships  for implementing the proposed action with development partners
  • Preparing a Pilot Action plan to strengthen institutional capacities to deliver climate change learning, including mainstreaming climate change into formal education
  • Monitoring the implementation of the Strategy annually, conducting general reviews every four years, and completing a final evaluation by 2030.
