National Climate Change Learning Strategy: Background Report
This background report is written in the context of the One United Nations Climate Change Learning Partnership (UN CC: Learn) initiative. The UN CC: Learn initiative was established in 2009 as a collaboration of more than 30 multilateral organizations committed to support and contribute to effective, results-oriented and sustainable learning to address climate change and related development challenges. The UN CC: Learn Project in Zambia is coordinated by the Climate Change and Natural Resources Department in the Ministry of Lands and Natural Resources. A Technical Team involving the Climate Change Department, the Zambia Environmental Management Agency (ZEMA) and the Zambia Climate Change Network (ZCCN) has been put in place to spearhead the development of the National Climate Change Learning Strategy. The implementation of the Zambia UN CC: Learn Project is supported by the United Nations Development Program (UNDP) Zambia Country Office, through the Nationally Determined Contribution (NDC) Support Programme.
This Background Report on National Climate Change Priorities and Relevant Capacity Development Goals and Initiatives in Zambia foregrounds the development of the National Climate Change Learning Strategy. The report is a compilation of national climate change priorities and relevant ongoing and planned capacity development initiatives which will form part of chapter one of the National Climate Change Learning Strategy.

Resource Efficiency: Economics and Outlook for Asia and the Pacific – Key Messages and Highlights
This analytical report calls for a new “green” industrial revolution through improvements in resource efficiency in the Asia Pacific region. It indicates that the region’s growth has lead to high levels of pollution, greenhouse gas (GHG) emissions, biodiversity loss, deteriorated ecosystems and resource depletion. It estimates that per capita resource consumption of materials needs to be reduced by 80% to achieve sustainable development. According to the report, if current trends are not reversed, the Asia-Pacific region could be the most important driver of global resource use and related environmental impacts, including resource scarcity and climate change.

WHO Country Support on Climate Change and Health – Visual Guide
WHO has been working on climate change and health for over 25 years and has developed a comprehensive approach aiming to support countries to assess and manage the health impacts posed by climate variability and change.
WHO’s approach aims to strengthen national capacities and improve the resilience and adaptive capacity of health systems to deal with the adverse health effects of climate change.
The package of technical support being provided by WHO to Member States ranges from specific topics (e.g. development of plans and strategies or climate-informed health early warning systems) to more programmatic approaches to those countries implementing projects on climate change and health.
This visual guide provides an overview of the various means of support WHO offers to member states to advance climate-resilient health. The guide offers answers to key questions to understand WHO’s support to countries on climate change and health, including:
- What are the impacts of climate change on health and the potential health co-benefits of climate change mitigation?
- How do we develop comprehensive plans and strategies to address climate-sensitive health risks and build climate-resilient health systems and facilities?
- How do we access climate financing for climate change and health, including the Green Climate Fund (GCF) Readiness programme?
- What interventions can be implemented to address climate-sensitive health risks and strengthen the resilience and environmental sustainability of health systems and facilities?
- How do we monitor progress made at national level on climate change and health?

Mainstreaming Gender in Health Adaptation to Climate Change Programmes: User's Guide
This manul is targeted towards programme managers who work in climate change and health adaptation, and provides them with practical information and concrete guidance to mainstream gender throughout all four phases of the project cycle: identification, formulation and design, implementation, and monitoring and evaluation. In order to effectively mainstream gender within their health adaptation to climate change programmes, managers learn to conduct a gender analysis of health vulnerability and adverse health impacts of climate change, and to design gender-responsive adaptation programmes and actions, thanks to the practical and programmatic recommendations.

Learning Module on Resource Efficiency
This module is arranged to address four main issues around the role of resource efficiency in environmentally sustainable economic development. Firstly, it explores what is resource efficiency, then it discusses why it is important for Asia Pacific economies, how it can be measured and how it can be achieved. Measuring and monitoring resource use and emissions as well as resource efficiency and emissions intensity of economic activities is an important tool to underpin the policy planning process.

Integrating Action for Climate Empowerment into Nationally Determined Contributions: A Short Guide for Countries
In the framework of the 2020 review of Nationally Determined Contributions (NDCs) under the Paris Agreement, this guide aims to provide countries with advice on how to enhance ambition and address the six elements of ‘Action for Climate Empowerment’ (ACE) – Education, Training, Public Awareness, Public Access to Information, Public Participation and International Cooperation – in their respective NDCs.
In five simple questions and answers, it provides suggestions for elements that can be integrated into the NDCs in order to make ACE an integral part of countries’ climate responses. The guide also shows why ACE is key to achieve the goals of the Paris Agreement and its greenhouse gas emission targets.

Greening Technical and Vocational Education and Training – A practical guide for institutions
Greening Technical and Vocational Education and Training: a practical guide for institutions is designed to help leaders and practitioners of technical and vocational education and training (TVET) in improving their understanding of, and implementing, education for sustainable development (ESD).
It is guided by a whole-institution approach, and uses a step-by-step process that can be applied in an institutional setting. The process consists of four steps: understanding, planning, implementing, and monitoring and assessment. The Guide identifies several key elements to assist TVET leaders and their institutional teams in understanding the steps in greening their institutions and programmes. It explains the need for, and the institutional benefits of, greening. It also addresses key elements for creating the rationale and strategy prior to launching the first step. The core elements of creating an institutional greening plan (IGP), addressing short, medium and long-term goals, are outlined in Step 2. Then Steps 3 and 4 address suggestions for implementing, developing and assessing the e greening process.

Practitioner's Guide to Strategic Green Industrial Policy
This guidance document provides advice on the evolving concept of Strategic Green Industrial Policy (SGIP) for policy practitioners. It details tools that can be applied to what industrial policymakers may consider to be relatively under-explored territory. And indeed, some of the changes required for a transition to a green economy imply significant restructuring (if not disruption of technological paths). This guide also aims to ease this transition by providing detailed guidance, highlighting a number of changes that are relatively easy to implement.

Least Developed Countries – Step-by-Step Guide for Implementing National Adaptation Programmes of Action
This manual aims to support least developed countries (LDCs) in designing the implementation of national adaptation programmes of action (NAPAs), and to guide country teams in accessing existing funding from the Least Developed Countries Fund (LDCF) for implementing their NAPAs. In particular, the guide was developed to address the obstacles that LDC Parties face in accessing the LDCF. It has been developed for a very specific audience, in particular, the LDC NAPA teams, including officers in government agencies and the non-governmental community, as they plan the implementation of NAPAs, and Global Environment Facility (GEF) agency officers working on NAPA projects at the country level.

Guide for UPU Member Countries: Greenhouse Gas Global Overview and Mitigation Project
This manual is an explanatory guide to the method used by the Universal Postal Union (UPU) to identify all possible sources of emissions resulting from postal activities. It describes the procedures to be followed in order to participate in and contribute to the UPU inventory. It also enables the harmonization of the data received, the calculations made and, consequently, the results obtained. The manual aims to assist UPU members in the first phase of the sector-wide survey of greenhouse gas emissions. The guide can also be used by all operators wishing to draw up an inventory and then reduce their greenhouse gas emissions.
