This technical report is the first institution-wide strategic document to guide WBG’s work on advancing development outcomes in the new reality of a changing climate. The Strategic Framework confirms the World Bank Group’s mission of helping nations to overcome poverty and facilitate sustainable growth in the face of new development challenges posed by global climate change.

This policy document is the official, published version of the report which serves to guide and support the operational response of the World Bank Group (WBG) to new development challenges posed by global climate change.

This policy document was prepared by the staff of the World Bank and submitted to the Development Committee at the 2008 IMF/World Bank Spring Meetings. It introduces a Strategic Framework for the World Bank Group on development and climate change. This Framework serves to guide and support the operational response of the World Bank Group (WBG) to new development challenges posed by global climate change. Unabated, climate change threatens to reverse hard-earned development gains.

This activity report refers to a global multi-stakeholder consultation that was undertaken between April and September 2008 to draft a Strategic Framework on Climate Change and Development for the World Bank Group in an inclusive and transparent way. This activity report presents the Strategic Framework that guides the Bank Group’s operational response to new development challenges posed by climate change within the principles, policies, and directions of the UNFCCC process. Since the framework was adopted, the WBG, building on significant previous experience, has rapidly expanded its climate change related work and collaborative partnerships with developing country governments and other stakeholders. This paper highlights several new initiatives and trends; a comprehensive progress report on the implementation of the framework is planned.

The information covered ranges from Agriculture (eg., fertilizer consumption), Biodiversity (eg., known bird species) to Environmental Health (eg., air pollution damages). This slide presentation introduces the IFC’s Approach to Climate Change in the Electricity Sector. Electricity supply contributes 25% of current global greenhouse gas emissions and is expected to contribute 38% by 2030. In fact, the most carbon intensive fuel (coal) is often the most available and lowest cost source of electricity. At the same time more than 1.7 billion people currently live without access to electricity. IFC´s approach to climate change in the electricity sector focuses on efficiency and has four components: demand side management; transmission & distribution; grid connected generation; distributed generation.

This activity report outlines the agreements made at the Second International Conference on Climate Change and Tourism held in Davos, Switzerland in 2007 and how the tourism industry can contribute towards the goals of the Bali conference. The document includes the Davos Declaration, the Resolution adopted by the UNWTO General Assembly, held in Cartagena de Indias, Colombia (23-29 November 2007) and a Statement by Francesco Frangialli, Secretary-General of the World Tourism Organization, on the occasion of the United Nations Conference on Climate Change.

This activity report describes and evaluates a pilot project on climate change and food security in Ghana. The objective of the project is to create a platform for a learning process among rural populations, researchers, and policy makers in Ghana to better understand the linkages between climate variability and change on the one hand and household food security and well-being on the other hand.
