This technical document provides an overview on the various agreements on international cooperation in space technology applications for disaster management. This includes regional mechanisms specific to Asia-Pacific, many of which were led by ESCAP initiatives. The Asia-Pacific region is one of the most disaster-prone regions in the world. Natural disasters such as typhoons, floods, droughts and earthquakes have led to the loss of countless lives and property. Space technology and GIS applications have been demonstrated to be effective tools in post-disaster relief and pre-disaster capacity building. 

This technical document aims to identify critical factors which can contribute to enhancing resilience of ICT infrastructure, especially in the area of protecting the vital ICT infrastructure and networks taking into account various disaster risks as well as promoting the use of ICT in disaster risk reduction to deliver the right information to the right people at the right time.

This analytical document collects papers that address important policy issues related to sustainable urban transport development that can contribute towards a sustainable, efficient and effective public transport system. These papers intend to increase awareness of the policy implications and the responses to sustainable transport development in countries of the region. Good practices in other countries are presented to encourage policymakers to take action. 

This guidance document  highlights and discusses the challenges, opportunities and strategies to promote investment and access and utilize finance for developing, acquiring, deploying and diffusing climate friendly technologies in the Asia-Pacific countries. Many developing countries in the Asia Pacific region may need assistance (e.g. financial and technical) to gain access to and absorb the necessary technologies to reduce their GHG emissions. 

This analytical document presents the vision of the Government of Bangladesh (GOB) is to make electricity available for all by 2021, in order to alleviate poverty and to improve the socio-economic development and uplift human life style. In order to fulfill the vision, the GOB has prepared short-, medium-, and long-term power generation plans using gas, coal, duel fuel, nuclear and renewable energy (RE) resources. RE will play a vital role in meeting the demand of electricity in future especially in the off-grid areas of the country. 

This technical document exposes how resources are used, and looks at two specific financing tools – parametric insurance and international risk pooling mechanisms – for countries to consider for DRR purposes. Both tools have the potential to significantly reduce disaster risks at multiple levels of society. It looks at the impacts of natural disasters on sustainable development in Asia and the Pacific as well as the effectiveness of DRR investments. This is followed by an overview of current DRR efforts made by governments and international donors from a financing perspective. 

This analytical document refers to a “climate financing gap”, which to be filled requires identifying alternative and innovative sources of funds from both the public and private sectors, but also developing the appropriate institutional and policy landscape to redirect existing financial flows towards climate mitigation and adaptation activities that also deliver on sustainable development priorities. Financial flows can be effectively mobilized through a combination of public policies and private investments, backed by new and pioneering financing mechanisms.

This policy document highlights financing for sustainable development as a significant component of the United Nations’ post-2015 development agenda, critical for Asia and the Pacific. Home to two thirds of the world’s poor, the region will require the mobilization of vast resources to address its development challenges, with estimates of annual investment requirements amounting to around $2.1 trillion.

This guidance document provides lessons and recommendations on how to accomplish a paradigm shift in the management of solid waste. It explores a low-cost, low-technology, community-based and decentralized waste-to-resource model called the Integrated Resource Recovery Centre. The publication articulates key lessons in establishing Integrated Resource Recovery Centres: (i) building partnerships; (ii) awareness raising and behaviour change; (iii) facilities management and operational performance; and (iv) creating an enabling environment for replication and scaling up.

This guidance document provides policymakers with an overview of selected policy tools that have been leveraged to support transformation to green sustainable economic development models. Through case studies of government- and private sector-led initiatives from across the region, the following chapters showcase the diversity of measures that can be incorporated into legislative, normative and operational frameworks of the public and private sectors.

This activity report is based on the Asia and the Pacific megatrends, such as urbanization, economic and trade integration and rising incomes and changing consumption patterns, which are transforming its societies and economies while multiplying the environmental challenges. These megatrends are already shaping the future patterns of resource use and defining who benefits the most and who loses. Aligning these trends with sustainable development requires political will and action.

This analytical document focuses on the higher temperatures, sea level rise, and extreme weather events linked to climate change are having a major impact on the Asia-Pacific region, harming its economies, natural and physical assets, and compounding developmental challenges, including poverty, food and energy security and health. Many countries in the Asia-Pacific region are geographically vulnerable and highly exposed to the damaging impacts of climate change. 

En este documento de orientación se incluye la narración de los casos ganadores del concurso Fontagro, con el fin de identificar casos exitosos de adaptación al cambio climático en la agricultura familiar, y difundir las lecciones aprendidas. Cada caso incluye datos -cuantificables en la mayoría de los casos- que muestran los resultados obtenidos por los productores familiares después de implementar las innovaciones. En general, los casos han contado con una participación primordial de los usuarios de la tecnología y se han puesto en práctica en alianza con múltiples instituciones de investigación y desarrollo. Finalmente se incluyen algunas reflexiones y una síntesis de las lecciones aprendidas.

Este informe de actividad incluye una extensa revisión de la literatura, análisis de estudios de casos, entrevistas exhaustivas, numerosas consultas informales y una encuesta para identificar las brechas que existen en la literatura sobre activos abandonados. El objetivo del mismo es profundizar en el tema y la bibliografía existente, así como también destacar las oportunidades de desarrollo de trabajos futuros, especialmente en ALC. 

These guidance documents allow countries to access resources for transforming their national commitments into achievable investment plans. It is comprised of four main elements: 1) NDC programmer, 2) NDC pipeline accelerator, 3) NDC market booster, and 4) NDC finance mobilizer. The Paris Agreement, the UN’s sustainable development goals and the delivery of iNDCs marked a turning point towards shouldering climate responsibility and improving human welfare.

This guidance document presents historical and future climate profiles for Haiti both from available literature and from available station, gridded and modelled data. The document is sequenced according to climate variable with temperature considered first and then rainfall. Sea level rise and hurricanes are also considered, though more in a regional context than specific to Haiti. For each considered variable, the historical picture is presented first followed by future projections.

This activity report sets out the joint MDB approach for adaptation finance reporting, developed by a group of MDBs to work towards better tracking of climate finance. It responds to the particular context of the activities that the MDBs carry out in developing and emerging economies and is built on the premise that climate adaptation and sustainable development are closely aligned. This harmonized methodology has emerged from a process to find commonalities between existing MDB approaches to adaptation finance, each reflecting a different set of sectoral, geographic and investment mandates.

Este documento analítico se enfoca en la identificación de los retos económicos, sociales y ambientales del desarrollo rural y agroalimentario en Centroamérica y la República Dominicana, y la importancia de los sistemas de información para la formulación, monitoreo y evaluación de políticas públicas. Asimismo, se muestra la interconexión de dichos retos con los ODS y con las demás metas e indicadores sobre la seguridad alimentaria y nutricional y el desarrollo rural. 

Este informe de actividad se desarrolla en el marco de la iniciativa “La Economía del Cambio Climático en Centroamérica” (ECC CA) desde 2008 con el propósito de estimar y evidenciar los impactos de la variabilidad y el cambio climático y propiciar la discusión sobre políticas públicas en sectores clave. Esta publicación es un resumen de los análisis de impactos potenciales del cambio climático y de las discusiones sobre opciones de políticas públicas en Honduras generadas a partir de la iniciativa ECC CA.

This analytical document is based on analysis between 2008 and 2015 within the framework of “The Economics of Climate Change in Central America Initiative”, which aimed at demonstrating the impacts of climate variability and change and fostering a discussion on public policies in key sectors. These policy discussions have generated a proposal to give priority to adaptation that explicitly favours sustainability and inclusion, and integrated with programmes to reduce poverty and vulnerability.
