The Class
The lecture will start with an introduction to carbon markets and Article 6, outlining their role in driving both emission reductions and removals. We will further explore the opportunities associated with building high-integrity carbon markets that can credibly mobilize finance for nature-based and engineered carbon dioxide removals (CDR).
We will look at challenges of establishing credible carbon market approaches – challenges that are often even more pronounced for removal activities due to issues such as permanence, risk of reversal, and high up-front financing requirements. The lecture will highlight how the Paris Agreement’s carbon market mechanism (PACM) can consolidate and strengthen the lessons learned from the VCM to establish itself as a high-integrity benchmark for CDR methodologies.
Finally, we will emphasize the importance of maintaining a balanced approach, ensuring that the focus on removals does not divert resources from direct emission reductions while creating effective incentives for high-integrity removals.
The Teachers
Gregor joined Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in 2017. He currently works at GIZ’s Competence Center Climate Change where he leads the work on carbon pricing and carbon markets. Gregor has also led the GIZ funded project “Socially Just Carbon Pricing”.<br /> Gregor brings a decade of experience working in and with the financial sector. Before Gregor joined GIZ he worked for the Savings Banks Foundation for International Cooperation in Indonesia. His previous work also includes positions at the German Development Institute (now IDOS) and the ProCredit Banking Group.
Sven Egbers is an international climate policy expert with over a decade of experience advancing carbon markets and pricing instruments across Africa, Asia, Latin America, and the European Union. As Head of the Global Carbon Markets project at GIZ, he has led multi-regional initiatives supporting governments and international organizations—including the UNFCCC, UNEP, and the World Bank—in developing and implementing carbon market mechanisms. His work focuses on fostering international cooperation, capacity building, and innovative approaches to carbon pricing and removals. Sven holds degrees in Economics and International Relations from Vienna University, with research stays in India and Australia, and speaks German, English, Portuguese, and Spanish.
