WMO Statement on the Status of the Global Climate in 2012
This technical document is part of an annual series published by the World Meteorological Organization (WMO) on the status of the global climate. A key result of the present issue is that despite the cooling influence of a La Niña episode early in the year, 2012 joined the ten previous years as one of the warmest – at ninth place – on record. The document also includes information on regional climate features.

Global Report on Human Settlements 2011 – Cities and Climate Change
This analytical report reviews the linkages between urbanization and climate change, two of the greatest challenges currently facing humanity in the 21st Century, and whose effects are converging in dangerous ways. It illustrates the significant contribution of urban areas to climate change while at the same time highlighting the potentially devastating effects of climate change on urban populations. It reviews policy responses, strategies and practices that are emerging in urban areas to mitigate and adapt to climate change, as well as their potential achievements and constraints. In conclusion, the report argues that urban areas have a pivotal role in both climate change mitigation and adaptation and identifies strategies and approaches for strengthening this role.

The Adaptation Coalition Toolkit – Building Community Resilience to Climate Change
This manual consists of an adaptation coalition toolkit developed to empower people by creating more inclusive, cohesive, and accountable societies in the face of climate change. The framework for this toolkit was developed from testing its implementation over a two-year period in 24 Latin American case study communities in five countries. The purpose of this toolkit is to guide facilitating groups or teams of development practitioners in pursuing participatory collaboration with communities to research and implement adaptation coalitions. This is done to assist the locality in adapting to the local manifestations of climate change. Using the Adaptation Coalition Framework (ACF) as an adaptation tool strategically links the multiple resources of market, state and civil society at various levels to best facilitate the adaptation of vulnerable communities to climate change.

Promoting Low Carbon Transport in India – Low Carbon City: A Guidebook for City Planners and Practitioners
This manual aims to link the outputs from the Indian national Low Carbon Transport assessment with the process of developing Low-carbon Comprehensive Mobility Plans (LCMP) within the cities. The document has been published as part of the project on «Promoting Low Carbon Transport in India». The primary audience for this guidebook are the city planners, transport division executives and consultants working with the cities for transport planning. Given that transport planning requires inputs from other sectors, the guidebook also provides a coverage of emissions and relevant information from other activities.

Getting your Message Across: Media Guide for WMO Information and Public Affairs Focal Points at National Meteorological and Hydrological Services
This manual is designed as a working tool for World Meteorological Organization (WMO) Information and Public Affairs focal points within National Meteorological and Hydrological Services (NMHS) to ensure that – in a contest of heightened awareness and growing international concern over climate change and increasing incidence of extreme weather events affecting the daily lives of millions of people – the broader public is informed as quickly, accurately and effectively as possible through effective working relations with the media. This guide refers to basic concepts and approaches in dealing with the media, whether through one-on-one interviews, press conferences or briefings or by disseminating “news” via press releases or other means of communication, including the Internet. It is not aimed solely at media presenting forecasts, but also at reporters, editors and broadcast producers who cover general news and feature stories that are impacted by climate- and weather-related events. Climate Change, Water Conflicts and Human Security: Regional Assessment and Policy Guidelines for the Mediterranean, Middle East and Sahel
This analytical report examines whether climate change undermines human security by intensifying water hazards, such as droughts, floods and water scarcity. It report also assesses vulnerability in relation to climate change-related hazards. The report concludes that climate, hydrological, institutional, political and socioeconomic factors contribute to human insecurity by exacerbating intra- and inter-State conflicts and social tensions. It highlights stronger links between water-related conflicts and political and socioeconomic factors than between water conflicts and climatic factors. While the report identifies democracy and good institutions as the most important variables, it cautions that the importance of each factor is context-specific.
The report emphasizes that adaptation processes influence the effects of climate change on human security. It recommends a normative adaptive framework for all actors and assessing which human security aspects can and should be traded for others. Policymakers can improve adaptive capacity, reduce vulnerabilities and increase human security, according to the report. It recommends, inter alia: promoting and strengthening institutional accountability and functioning; strengthening civil protection and social security systems; improving capacity to implement policies; developing conflict resolution mechanisms; supporting flexible policy cycles, including early warning systems; and mainstreaming climate change adaptation and disaster risk reduction (DRR).

Report of the Second Workshop on Statistics for Greenhouse Gas Emissions
This activity report contains main results from the Second FAO Workshop on statistic for greenhouse gas emissions, Port of Spain, Trinidad and Tobago, 03-04 June 2013. The objectives of the workshop were to raise awareness of the importance and link of agricultural statistics for preparing national GHG inventories and mitigation plans to long-term agricultural productivity, food security and environmental sustainability. Additional objectives included the establishment of improved communication as an exchange of relevant knowledge among participants, and the identification of opportunities to improve national data systems. Participants identified the coordination of actions as essential in order to face challenges in meeting commitments under the United Nations Conventions on Climate Change. A regional approach was proposed for learning processes and technical support to enable countries to identify opportunities for common development, considering as priority also the exchange of experiences and the creation of a communication network.
