Anticipating Skill Needs for the Low Carbon Economy? Difficult, but not Impossible
This research brief is a digest of the ILO publication “Comparative Analysis of Methods of Identification of Skill Needs on the Labour Market in Transition to the Low Carbon Economy”, which resulted from a joint EC/ILO project Knowledge sharing in early identification of skill needs. The project covered over 30 countries worldwide – both developed and developing. The document discusses the importance of identifying and anticipating skills needs for the green economy.

Education, Training and Public Awareness Experience for Climate Change Adaptation and Disaster Risk Reduction in Latin America and the Caribbean
This publication presents 25 experiences of 21 Latin American and Caribbean countries, 3 United Nations agencies and an international cooperation network that contribute to the implementation of the Amended New Delhi Work Programme. These experiences include different implementation level, methodologies and approaches that can be used by governments and other actors interested in the design and planning of education, training and awareness raising on climate change. The document is divided in three chapters: the first one contextualizes climate change and its impact in the region, the second one provides examples of education, training and public awareness initiatives and the third one summarized and concludes.

The Broadband Bridge: Linking ICT with Climate Action for a Low-Carbon Economy
This analytical report aims to show how broadband can contribute to reducing greenhouse gas (GHG) emissions, as well as mitigate and adapt to the effects of climate change. It argues that to fulfill this potential a new policy framework is required. To illustrate this, the report showcases best government practices in mobilizing information and communication technologies (ICT) to reduce GHGs and build inclusive societies. This report proposes ten recommendations for policy makers with the aim to hasten and strengthen the ability of ICT and broadband to accelerate global progress towards the low-carbon economy.

Development and Climate Action: Reinforcing Synergies
This brief details the World Bank’s contribution to achieving synergies between development finance and climate change mitigation and adaptation. It explains that all of the 17 country assistance and partnership strategies prepared in Fiscal Year 2011 address climate change. It also showcases results achieved in projects related to: forestry, climate smart agriculture and water efficiency measures in urban municipalities. The brief further highlights efforts undertaken to strengthen operational links between climate change and disaster risk management, as well as partnerships with other UN programmes and organizations for climate action.

Reporting REDD: A Journalist’s Guide to the Role of Forests in Combating Global Climate Change
This manual consists of a media pack which aims to give journalists an overview of a key issue in global climate change negotiations. Reducing emissions from deforestation and forest degradation in developing countries (REDD) is a mechanism to slow the loss of forests, but how it is going to work in practice is the subject of debate. This document briefly explains how the REDD mechanism might work and raises some of the key controversies to be resolved. It is accompanied by a short film, which looks at the possible effects of REDD on forest communities and contains interviews with different stakeholders including environmental journalists on reporting the subject, and by a video news release on REDD, which includes interviews with forest communities, campaigners, economists and politicians.

Get Real on Climate: Climate Change Lesson Plans for Grades 9-12
This curriculum includes lessons that are suitable for Canadian high school classes that address local and global citizenship, leadership, environmental and global issues. In particular, this resource fits well with Civics and Social Studies curricula for Grades 9 to 12. The language used in this guide reflects a classroom setting, but many activities are suitable for less formal settings. Through the lessons presented in the document students are expected, among others, to explore climate change, its consequences and possible solutions; work constructively in groups and debate controversial aspects of climate change; learn about individual, community-level, national and international opportunities to mitigate climate change; discover why children are vulnerable to the effects of climate change; and conduct research into climate change.

Catalysing Early-Stage Investment – Addressing the Lack of Early-Stage Capital for Low-Carbon Infrastructure in Developing Economies
This analytical report highlights that while public finance is already playing a significant role in the low carbon sectors, most of the money is targeted at the late-stage construction finance phase once most of the project development risk is removed. It notices that more can be done direct regarding financial flows to the early-stage project development phase using both investment and non-investment approaches. The report considers this Early Stage Financing Gap, examines the few public programmes currently addressing this issue in the renewable energy sector and proposes a significant scaling up (8+ times) of the capital allocated to this area. The amounts required are small in the context of existing and projected public financial flows to the low-carbon sector in developing economies, but the catalytic impact would be significant.
