This presentation completes Module 3 of the “Training Package on Sustainable Energy Regulation and Policymaking for Africa”. It introduces the module, its aims and the expected learning outcomes. The module is designed to provide general background and information and to provoke discussion on energy regulation in Africa. It explains why it is important to regulate and details the various types of regulation, with a particular focus on renewable energies.

This presentation provides an introduction to the “Training Package on Sustainable Energy Regulation and Policymaking for Africa”. It describes the aims of the Training Package and the target audience. It also explains the structure of the training modules included in the Package and provides an overview of their content. It concludes listing the training tools included in each module.

This technical document aims to assess the potential of local manufacturing of technology components of two renewable energy technology applications, namely biomass gasifier for heating applications and solar photovoltaic technology applications. The two East African countries that have been selected for the study are Uganda and Ethiopia. This report consists of a detailed assessment of both technologies and relevant policy recommendations, cost benefit analysis, mapping and prioritising.

This activity report provides an updated non-comprehensive overview of the range of related United Nations activities aimed at promoting technology development and transfer and considers some opportunities for enhancing the United Nation’s role in this critical area. The survey highlights the major efforts of United Nations system organizations, the types of activity and the extent of their coverage. It also presents a number of areas which could offer effective opportunities for enhancing the United Nations system’s engagement.

This technical document evaluates the potential of Low carbon Technology Innovation and Diffusion Centers (LCTIDCs) to initiate, catalyze and accelerate the development, deployment and dissemination of low carbon technologies in the manufacturing sectors in Thailand. For the pilot appraisal study the pulp and paper and the cement sectors were selected.

This analytical report presents a portfolio of policy options aimed at promoting industrial energy efficiency under the organizing structure of the Industrial Standards Framework. The purpose of the Framework is to introduce a standardized and transparent methodology into industrial energy efficiency projects and practices including: system optimization, process improvements, waste heat recovery and the installation of on-site power generation. This report presents numerous examples of successful implementation of elements of the Framework in both developed and developing countries.

The manual focuses on three major energy-related issues: energy regulation and power sector reform; increased renewable energy technology penetration for rural electrification; and sustainable use of energy through energy efficiency in industrial, commercial and domestic sectors (including energy efficiency within buildings). It aims to achieve a positive input in these three areas by increasing the awareness and knowledge of energy regulatory and policymaking bodies and their personnel, and thereby strengthen energy sector regulating and policymaking capacity within African governments. The manual includes 20 training modules. Each module contains a “core” text that covers the main topic of the module.  Each module also has attached to it case studies, a PowerPoint presentation, examples of thematic discussions, references to further written materials and websites and a glossary.

This analytical report introduces an industrial standards policy framework. The purpose of the Framework is to provide a standardized and transparent methodology for industrial energy efficiency projects and practices. The Framework builds on existing knowledge of « best practices” using commercially available technologies and well-tested engineering principles. Taken together, the elements of the proposed Industrial Standards Framework comprise an effective industrial policy package that combines energy reduction targets, energy efficiency standards, system optimization training and documenting for sustainability.

This analytical report aims at providing clean development mechanism (CDM) project proponents and investors interested in CDM opportunities in Brazil, with reliable, updated sources of information regarding CDM opportunities in the energy and industrial sectors of the country. The report provides an overview of the institutional infrastructure for climate change/Kyoto Protocol activities and the current views of Brazil on climate change issues, an analysis of priority sectors for CDM projects in the energy and in the industrial sectors, and a description of the current state of CDM project development in the country.

The report includes an overview of South Africa as an investment destination for CDM investors and purchasers of certified emissions reductions (CERs) resulting from CDM projects in the country. It also describes the institutional infrastructure for climate change/Kyoto Protocol activities and the current views of South Africa on climate change issues and provides an analysis of priority sectors for CDM projects in various sectors of the economy.

This analytical report calls for increasing energy access, energy efficiency, and clean energy efforts to meet the climate change challenge and achieve the Millennium Development Goals (MDGs). The central message of this document is that the international community must come together in a common effort to transform the global energy system over the coming decades, and that policy-makers and business leaders must place much greater emphasis on transforming the performance of national (and regional) energy systems over the coming decades.

This technical document assesses the energy saving potential that could be realised by the wide scale implementation of Best Practice Technologies (BPT) in number of industry sectors. For each sector, it analyses the worldwide improvement potential, distinguishing industrialised countries from developing countries and the economies in transition. This study also demonstrates the value of benchmarking as a basis from which to estimate improvement potentials and to provide valuable information on industrial energy use. It compiles a range of benchmark curves and indicators for energy intensive industries and products.

This technical document describes the main technology options available to the industry sectors which have the highest potential for CO2 mitigation, since they are large emitters and have potential for the application of carbon capture and storage (CCS). It provides summary descriptions, highlights case studies and provides cost estimates for research, demonstration and commercial projects being planned or developed.

This analytical report proposes that the scaling up of renewable energy to levels that would have a significant impact on the African energy scene could be achieved through deliberate interventions on policy and institutional environment; technology acquisition, development and integration; investment mobilization; and regional integration, networking, and capacity building. Policy makers in Africa are recommended to recognize the potential role of renewable energy in meeting the energy challenges being faced by the region and assume a proactive role in implementing the recommendations of the paper.
