This technical document tackles the importance of natural and sustainable resources, especially wind and solar energy, which can play a role in climate-change mitigation. The paper provides an overview of technologies available for large-scale application of renewable energy, the current situation in the Arab region, the challenges facing the adoption of large-scale renewable energy (RE) applications, and recommendations for promoting these applications in the Arab region.

It further presents different financing models that have been developed and tested for renewable energy (RE) and energy efficiency (EE) projects and explains the risks associated with these projects. It further presents the concept and benefits of energy efficiency (EE) in buildings and gives an overview of the methodology to determine it. It also presents options for financing EE measures and summarizes legislative and policy tools successful in promoting EE in buildings.

It further presents the concept and benefits of industrial energy efficiency and provides an overview of policy measures that promote them. It also outlines the steps in introducing a more conducive regulatory and institutional environment for energy efficiency interventions and management.

It further presents the concept of Demand-side management (DSM) for residential, commercial and industrial energy users and gives an overview of the different types of DSM. It also describes energy auditing and routine data collection and monitoring, and indicates their benefits.

This presentation completes Module 13 of the “Training Package on Sustainable Energy Regulation and Policymaking for Africa”. It introduces the module, its aims and the expected learning outcomes. It further presents the concept of Supply-side management and discusses its options, especially utility upgrades, load aggregation, clean coal technologies, fuel substitution, cogeneration and on-site generation. It also gives an overview of  constraints and benefits of conducting supply-side management measures and programmes.

It further presents the issue of energy access in rural areas and the importance of energy for the achievement of the Millennium Development Goals (MDGs). It also discusses the barriers preventing increased energy access to rural populations and some examples of policy instruments for improving energy services in rural areas. Business models and private sector participation schemes for increasing access to energy are included.

It further provides an overview of the different advantages that a clear renewable energy policy can provide, and its possible interaction with other policies. It also explains what the key building blocks are when designing a regulatory and support mechanism and gives an overview of the different possible approaches.
