  • Commercial Real Estate: Unlocking the Energy Efficiency Retrofit Investment Opportunity

    This investor briefing makes the business case for efficiency investments and presents best practices from leading real estate investors. It notes that buildings account for approximately a third of the world's energy consumption and are a high-impact sector for urgent climate change mitigation action. The briefing begins by noting that financially attractive efficiency investment options exist for all types of properties, and that in the US, commercial buildings account for nearly 20% of energy consumption and 12% of national greenhouse gas (GHG) emissions. It goes on to summarize financial arguments for investments in energy efficiency, including that: they can repay themselves quickly, depreciate slowly and deliver decades-long returns; efficient buildings, higher rents and higher sale price are correlated; considering energy performance is an important component of risk management and an investor's fiduciary duty; and at a time when energy prices are becoming more and more volatile, efficiency investments represent a good hedging strategy.

  • Default Risk in Agricultural Lending: The Effects of Commodity Price Volatility and Climate

    This analytical report proposes and estimates a default risk model for agricultural lenders, which explicitly accounts for two risks that are endemic to agricultural activities: commodity price volatility and climate. The results indicate that both factors are relevant in explaining the occurrence of default in the portfolio of a rural bank. In addition, the paper illustrates how to integrate the default risk model into standard techniques of portfolio credit risk modeling. The portfolio credit risk model provides a quantitative tool to estimate the loss distribution and the economic capital for a rural bank. The estimated parameters of the default risk model, along with scenarios for the evolution of the risk factors, are used to construct stress tests on the portfolio of a rural bank. These stress tests indicate that climate factors have a larger effect on economic capital than commodity price volatility.

  • Emissions and Adaptation Gaps: Can We Bridge the Cracks in Climate Policy?

    This analytical report indicates that the emissions gap (the difference between emissions reductions pledged and those required to keep warming below 2°C) and the adaptation gap (the difference between funding and capacity levels required for adaptation and the amount committed) are both increasing. Bridging these gaps requires making progress on funding, knowledge, technology, capacity and trust among countries. The paper underlines that as governments work toward a universal climate agreement, staying below 2°C warming requires global emissions peaking before 2020 and sharply declining after 2020. It is stressed out in the report that achieving this depends on, inter alia, limiting growth in energy demand, improving energy efficiency, increasing renewable energy use, and minimizing emissions from land-use change.

  • Impacts of Climate Change on Dengue Risk in Brazil

    This analytical report published by Inter-American Development Bank (IDB) identifies the climate impacts on dengue risk in Brazil by using a comparative case study on the synthetic controls approach. The results suggest that dengue is more prevalent in warmer regions, but the humidity conditions and amount of rainfall seem fundamental for increase of the diseases prevalence in temperate climate regions or drier tropical regions of the country. Due to expected climate changes in the future, the dengue fever distribution in the country might change, which requires public policy to minimize these effects.

  • La Economía del Cambio Climático en Bolivia: Generación de Datos Meteorológicos de Alta Resolución para Bolivia

    Este estudio utiliza datos de satélite y del re-análisis, combinados con datos de observaciones en superficie, para generar datos en rejilla de temperatura y precipitación para toda Bolivia, con especial énfasis en las cuencas de las zonas metropolitanas de La Paz y El Alto. Estos datos son validados comparándolos con datos de superficie, que típicamente son datos "puntuales". Los datos obtenidos cubren el periodo 1979-2010 y fueron ajustados a nivel mensual porque a ese nivel temporal los datos muestran la mayor coherencia espacial y temporal. El análisis de los datos en rejilla, como los datos observacionales, sugiere que el periodo de lluvias en la región se ha acortado y que la intensidad de las precipitaciones se ha incrementado en los últimos 30 años. Los datos también indican que en la región del Altiplano sur la precipitación se ha reducido de manera notable. Es importante recalcar que posiblemente los datos en rejilla no reproduzcan los eventos más extremos observados.

  • La Economía del Cambio Climático en Bolivia: Impactos en el Sector Agropecuario

    En el presente estudio analizamos no solo los efectos brutos iniciales del cambio climático sobre los rendimientos agrícolas, sino también los efectos netos permitiendo que ocurra una adaptación espontánea a través de la sustitución de cultivos. De acuerdo a nuestros cálculos, el valor presente neto de los efectos totales sumarian un total de pérdidas de 106 mil millones de dólares durante el período 2010-2100, lo que corresponde a una pérdida promedio de 16% del valor neto presente del PIB sectorial o de 2,1% del valor neto presente del PIB total durante el periodo 2010-2100.

  • La Economía del Cambio Climático en Bolivia: Validación de Modelos Climáticos

    Los efectos del cambio climático sobre Bolivia son de interés tanto científico como político. Para estudiar estos efectos se usó los datos producidos por el modelo climático regional PRECIS para la región de Bolivia. La validación del modelo se realizó comprando los datos observados en superficie a nivel mensual en el periodo 1961-1990, con aquellos obtenidos del modelo. Adicionalmente, se analizaron los valores climatológicos para los periodos 1961-1990 y 2071-2100. El análisis muestra un incremento promedio de 4,4ºC para el territorio boliviano con el máximo incremento en la zona norte del país y en la zona del Altiplano Sur. Los cambios proyectados en temperatura indicarían que el incremento estaría por encima de la variabilidad climática. Por su parte, los resultados sugieren una mayor precipitación en la zona de tierras bajas durante el verano con el consiguiente riesgo de inundaciones. Las características asociadas a los modelos de clima, así como las incertidumbres asociadas a sus proyecciones, hacen que las conclusiones obtenidas en este estudio deban ser tratadas con precaución. Un análisis de varias corridas con condiciones de contorno y condiciones iniciales diferentes, así como estudios de sensibilidad, son recomendables para reducir la incertidumbre en las proyecciones.

  • Long-Term Effect of Climate Change on Health: Evidence from Heat Waves in Mexico

    This analytical report published by Inter-American Development Bank (IDB) uses year-to-year variation in temperature to estimate the long-term effects of climate change on health outcomes in Mexico. Combining temperature data at the district level and three rounds of nationally representative household surveys, an individual's health as an adult is matched with the history of heat waves from birth to adulthood.  It is shown that exposure to higher temperatures early in life has negative consequences on adult height. Most importantly, the effects are concentrated at the times where children experience growth spurts (infancy and adolescence).
