  • The Triple Dividend of Resilience: Realising Development Goals through the Multiple Benefits of Disaster Risk Management

    This guidance report provides evidence for three types of benefits – or dividends of resilience – that disaster risk management (DRM) investments can yield: (i) Avoiding losses when disasters strike; (ii) Stimulating economic activity thanks to reduced disaster risk; and (iii) Development co-benefits, or uses, of a specific DRM investment. While the first dividend is the most common motivation for investing in resilience, the second and third dividend are typically overlooked. The report argues that any evaluation of the benefits of DRM investments is incomplete without a full account of all three dividends of resilience.

  • Third IMO Greenhouse Gas Study 2014: Executive Summary and Final Report

    This technical document provides updated emission estimates for greenhouse gases from ships. According to estimates presented in this study, international shipping emitted 796 million tonnes of CO2 in 2012, which is about 2.2% of the total global CO2 emissions for that year. By contrast, in 2007, before the global economic downturn, international shipping is estimated to have emitted 885 million tonnes of CO2, which is 2.8% of the total global CO2 emissions for that year.

  • Understanding Human Rights and Climate Change

    This policy document highlights the essential obligations and responsibilities of States and other duty-bearers (including businesses) and their implications for climate change-related agreements, policies, and actions. The document suggests that in order to foster policy coherence and help ensure that climate change mitigation and adaptation efforts are adequate, sufficiently ambitious, non-discriminatory and otherwise compliant with human rights obligations, the following considerations should be reflected in all climate action, including agreements to be negotiated at the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change.

  • Water & Climate Adaptation Plan for the Sava River

    This guidane document provides guidance note for decision making on the adaptation needs related to floods in the Sava River Basin (SRB), that is to say Rateče, Ljubljana, Bizeljsko, etc. It includes a range of climate model runs that were used to produce climate projections for the SRB.   • Emerging Issues for Small Island Developing States: Results of the UNEP Foresight Process (Advance Copy)

    This activity report focuses on the outcome of the Small Island Developing States (SIDS) "Foresight Process" that UNEP undertook in 2013 to identify emerging environmental issues of concern to SIDS. This process followed on the broader 2012 UNEP Foresight Process on Emerging Environmental Issues, which identified issues and solutions on a global scale and with a global perspective. A SIDS Foresight Panel, composed of experts from the three SIDS regions, as well as other experts, facilitated the SIDS Foresight Process, which resulted in a consolidated list of 20 priority issues and a final report, incorporating comments from an external review, including by the Foresight Panel, UNEP and the SIDS Community of Practice.

  • Ad Hoc Expert Meeting on Addressing the Transport and Trade Logistics Challenges of Small Island Developing States: Samoa Conference and Beyond

    This activity report reflects the outcome of the discussions that took place at the UNCTAD ad Hoc Expert Meeting held in the lead up to the Third International Conference on SIDS (Samoa Conference 2014).   • Adressing Climate Change: Why Biodiversity Matters

    This policy brief discusses the potential negative effects of climate change mitigation programmes on biodiversity. It concludes biodiversity conservation can support climate change mitigation and adaptation goals if all potential impacts are weighed carefully in the policymaking process. Conserving biological diversity can also have the added effect of helping ensure the permanence of mitigation and adaptation benefits. The brief acknowledges that there may be trade-offs between biodiversity and climate change policies but argues these trade-offs can be minimized when mutual benefits are recognized and incorporated into policy design.

  • Assessing the Effects of Climate and Socioeconomic Factors on Vulnerability to Vector-Borne Diseases in Latin America

    This analytical report published by Inter-American Development Bank (IDB) estimates the effects of epidemic outbreaks on health vulnerability. The model proposed is empirically tested for five countries in Latin America, where dengue is a national health priority. Using data from national censuses, satellite climate information and data from a newly developed disease outbreak surveillance online platform, the paper finds that climate has non-negligible effects on health vulnerability. The evidence found and the vulnerability index constructed can be used to analyze the main determinants of vulnerability in order to address policy concerns.

  • Assessment for Decision-Makers - Scientific Assessment of Ozone Depletion: 2014

    This analytical report reveals that, as a result of the implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer, the ozone layer is expected to recover to 1980 benchmark levels. However, the Assessment finds that climate benefits of the Protocol could potentially be offset by hydrofluorocarbons (HFCs) emissions, used to replace ozone depleting substances (ODS). The report notes that HFC emissions are growing at 7% a year and, left unabated, will significantly contribute to climate change over the coming decades. It suggests that replacing HFCs with low global warming potential alternatives would limit this problem. The report also concludes that concentrations of carbon dioxide (CO2), methane and nitrous oxide will influence the state of the ozone layer in second half of this century. Specifically, the report predicts that nitrous oxide, which is both a powerful greenhouse gas (GHG) and an ozone depleting gas, will become more important in future ozone depletion.

  • Climate Change 2014 - Mitigation of Climate Change

    This summary for policymakers of the International Panel on Climate Change Working Group III analitycal report outlines technological and behavioral changes that can limit the increase in global average temperatures to less than two degrees Celsius, the point at which science shows that climate impacts begin to overwhelm human coping efforts. The report further notes that only major institutional and technological change will result in a better than even chance that global warming will not exceed this threshold.

  • Climate Change Adaptation in Fisheries and Aquaculture: Compilation of initial examples

    This analytical report provides an overview of pathways through which climate change impacts fisheries and food security, placing these in context with the range of risks facing global marine and freshwater fisheries. It identifies effects on production ecology, post-harvest operations, communities and livelihoods, and wider societal impacts. With respect to adaptation, the report considers autonomous and planned adaptation in fisheries, and highlights "no-regrets" approaches that build general resilience. Broad adaptation approaches identified include: reducing external stressors on natural systems; identifying and protecting valuable areas; investing in safe harbours; promoting disaster risk management; and investing in capacity building and financial risk tools.

  • Climate Change and Poverty: An Analytical Framework

    This policy document explores the relationship between climate change and poverty by examining the impact of climate change on 1) poor people's livelihoods and wellbeing, 2) the risk for non-poor people to fall into poverty and 3) the ability of poor people to escape poverty. The paper concludes that climate change is likely to represent a major obstacle to a sustained eradication of poverty. Climate policies are compatible with poverty reduction by the appropriate set of social policies, and climate change does not modify how poverty policies should be designed, but rather, it creates greater needs and more urgency due to more frequent and more severe shocks and extreme weather events.

  • Climate Change Impacts on Birth Outcomes in Brazil

    This analytical report published by Inter-American Development Bank (IDB) attempts to identify the climatic effect on birth outcomes in Brazil. Panel data models indicate that excess and lack of rainfall have the most important harmful effects on newborns' health (temperature stresses and low relative humidity also have effects). The use of climate change forecasts for Brazil suggests a possible increase of 305 neonatal deaths annually and three thousand additional low-weight births each year. The paper further examines public policy's role in minimizing the effects of extreme weather.
