  • REDD+ and FLEGT: Working Together to Strengthen Forest Governance and Mitigate Climate Change

    This brief presents shows that approaches to reducing deforestation and forest degradation and strengthening forest governance – such as Reducing Emissions from Deforestation and Forest Degradation (REDD+) and Forest Law Enforcement, Governance and Trade (FLEGT) – can be effective in countering forest loss if they are jointly implemented. Both are incentive-based mechanisms to promote the sustainable management of forests, and both place strong emphasis on forest governance for their success.

    This report focuses on the loss that forests contribute to annual greenhouse gas emissions, making it a major contributor to climate change. It compiles cases demonstrating that aligning the actions of stakeholders involved in Reducing Emissions from Deforestation and Forest Degradation (REDD+) and Forest Law Enforcement, Governance and Trade (FLEGT) can make a greater and more sustained contribution to the forest sector’s ‘mitigation potential’ and to addressing the core drivers of weak forest governance.

  • Social Protection and Climate Change in China: How Are Rural Workers and Residents in China Faring with Conservation Efforts?

    This brief shows that in China, there are big efforts to combat deforestation, with logging and other restrictions placed on large swaths of land. Nearly a million workers in state-owned forest enterprises lost their jobs at the turn of the century, but got help with job training and placement services. Other rural residents received cash to perform conservation activities, and the country was able to reforest nearly 27 million hectares of former farmland and deforested areas.

  • Social Protection and Climate Change in the Philippines: How Did the Philippines Combine Emergency Relief with Lasting Protection after Haiyan?

    This brief presents that in the wake of Typhoon Haiyan, the Philippines’ Integrated Livelihood and Emergency Employment Program (DILEEP) provided emergency employment opportunities to affected populations, and affiliated participants to several social insurance schemes. Nearly 80,000 programme participants received immediate relief after the typhoon struck in 2013, and were enrolled in the national health and employment injury insurance schemes.

  • Tenure and REDD+ in Malawi

    This assessment report provides a comprehensive review of Malawi's tenure regime in the context of developing the country's national REDD+ program. The document includes information on the historical context, legal and policy framework, sources of land tenure insecurity, gender issues, and other cross-cutting governance challenges. While the existing legal and policy frameworks support strong tenure rights as a facet of community-based management, their implementation has been hindered by a number of factors, including the lack of a clear legal basis for defining forest tenure rights under various forms of management. In order to support effective and sustainable planning, the analysis intends to clarify the role of various institutional players (including traditional leaders) in the Forestry and/or the Land Acts. A set of recommendations for next steps is included in the conclusion.

  • Water Megacities & Global Change

    This analytical document of 15 emblematic cities is simultaneously the result of concrete scientific presentations and a call for general mobilization to devise the sustainable urban policies the world needs. All these urban centres share a number of common characteristics: expansive size, disparities between rich and poor districts, environmental and industrial demand that strains the natural resources of an entire region – not to mention the economic weight of the country as a whole – and a wide range of cultural, scientific and educational resources. The international conference ‘Water, Megacities and Global Change’, organized at UNESCO Headquarters in December 2015 during COP21, shone a light on the key role that cities play in the achievement of the Sustainable Development Goals, especially Goal 6 of the 2030 Agenda, pertaining to universal access to water and sanitation.

  • WMO provisional Statement on the Status of the Global Climate in 2016

    This analytical document highlights how 2016 is very likely to be the world’s hottest year on record. Global temperatures for January to September 2016 have been 0.88 °C (1.58 °F) above the average for the 1961-90 reference period and approximately 1.2°C above those of the pre-industrial period. Preliminary data for October indicate that temperatures are continuing to be at a sufficiently high level to remain well above the 0.77 °C (1.39 °F) annual value set in 2015.

    This reports showcases the way in which logistics and infrastructure play a crucial role in determining whether an extreme natural event turns into a disaster. During extreme natural events, a fragile infrastructure can have grave consequences for the local population, for whom it represents a direct threat.
