Climate Change 2001: The Scientific Basis
This technical document has been produced by Working Group I (WGI) of the Intergovernmental Panel on Climate Change (IPCC) and is the first part of Climate Change 2001, the Third Assessment Report (TAR) of the IPCC. It focuses on the science of climate change. It consists of 14 chapters covering the physical climate system, the factors that drive climate change, analyses of past climate and projections of future climate change, and detection and attribution of human influences on recent climate.

Who Needs What to Implement the Kyoto Protocol?: An Assessment of Capacity Building Needs in 33 Developing Countries
This technical document provides an assessment of capacity building needs in 33 developing countries, based on a survey of views and perceptions of local stakeholders. Reviews of the questionnaires and the interviews are summarized in the four regional chapters (Africa, Asia and Pacific, Latin America and Middle East). A fifth chapter provides a detailed summary of the 33 national reports. Finally the concluding chapter offers thoughts on the way forward regarding capacity-building issues in developing countries. The most important conclusion of this assessment is that increased emphasis on capacity-building activities is a key component to a successful implementation of the United Nations Framework Convention on Climate Change (UNFCCC) in developing countries.

Climate Change and Human Health: Impact and Adaptation
This technical document contains a general description of the health impacts of climate change and possible adaptation measures. Adaptation is a key response strategy to minimize potential impacts of climate change. A primary objective of adaptation is the reduction, with the least cost, of death, disease, disability and human suffering. The ability to adapt to climate change, and specifically the impacts on health, will depend on many factors including existing infrastructure, resources, technology, information and the level of equity in different countries and regions.

The Impact of Climate Change Policies on Employment in the Coal Mining Industry

WMO Statement on the Status of the Global Climate in 1999
This technical document is part of an annual series published by the World Meteorological Organization (WMO) on the status of the global climate. This year’s statement focuses on the status of the global climate in 1999. It notes that despite the cooling effect of La Niña, most evident in the near-surface waters of the tropical eastern Pacific Ocean, 1999 was still one of the warmest years in the global historical instrumental record. Globally averaged temperature at the surface is now estimated at a little over 0.6°C above the comparable figure for the late 19th century. The 1990s were the warmest decade of the past century. Evidence is presented in this statement that, at least in the Northern Hemisphere, the 20th century was most likely the warmest in the last millennium.

Post-Kyoto Climate Change Policies: China
This activity report describes a project aimed to strengthen and develop Chinese climate change policies in the post-Kyoto era. Promoting Development While Limiting Greenhouse Gas Emissions: Trends & Baselines
This technical document updates and expands on the previous Reid-Goldemberg analysis calling upon the expertise of country experts to document the emissions impacts of various macro-economic, structural and sector policies in Argentina, Brazil, China, India and Mexico, as well as throughout Africa. A case study of the United Kingdom provides a good point of comparison. These five large developing countries account for approximately 23% of greenhouse gas (GHG) emissions worldwide, and approximately two-thirds of emissions from non-Annex I countries, and the UK is one of the few Annex I countries that has kept its emissions from increasing above the 1990 levels.

Protection of the Human Environment: Task Force on Climate and Health
This analytical report summarises the impacts of El Niño on health and the potential uses of such information. The first section provides background information on the nature of the ENSO phenomenon and the second section describes its impact on world climate in the form of weather-related disasters such as hurricanes and tropical storms, floods, drought and forest/bush fires. Section three summarises the current state of knowledge on the health impacts of El Niño. Project of the Government of Zimbabwe: Photovoltaics for Household and Community Use
This activity report presents an outline of the Zimbabwe-UNDP-GEF project aiming to improve the dissemination of solar electricity in Zimbabwe's rural areas to address the issue of greenhouse gases emissions and global warming. The programme will enable the country to reduce the need for conventional electrical grid extension displacing carbon emissions from kerosene and candles. IPCC First Assessment Report Overview Chapter
This technical document provides an overview of the IPCC First Assessment Report. The overview brings together material from the four Policymaker Summaries. Applying Abatement Cost Curve Methodology for Low-Carbon Strategy in Changning District, Shanghai
This report summarizes the study that applies abatement cost curves and scenarios to set low-carbon targets and identify cost-effective low-carbon investments for Changning District, Shanghai. At the request of Changning District government, the Bank team supported a Shanghai energy conservation institution, assisted by an international firm, in conducting a comprehensive survey of buildings in Hongqiao area in the Changning District, and in developing CO2 abatement cost curves to identify the abatement potential, cost, and ease of implementation of various mitigation measures. Three alternative abatement scenarios were developed to establish an ambitious low-carbon target for Hongqiao area. The use of CO2 abatement cost curves, bottom-up investigation surveys, and ease-of-implementation considerations for defining an investment program to reduce CO2 emissions was the first of its kind at the time. The abatement cost curve developed under this upstream analytical work allowed the district government to make informed decisions about medium-term targets for CO2 abatement and to identify priority actions and investments to meet them.

Integrated Flood Management Concept Note
This policy document is the baseline reference document outlining Integrated Flood Management (IFM) as a viable development policy option.
