    This technical document is a sourcebook of protocols for studying, monitoring and managing harmful marine microalgae. Proliferation of microalgae in marine, brackish or fresh waters can cause the destruction of huge numbers of fish, contaminate seafood with toxins and alter ecosystems. About 300 species of microalgae are reported to form mass occurrences, so-called 'blooms', and nearly one-fourth of these species are known to produce toxins.

After presenting a summary review of the literature, this study analyzes water charge experiences in France, Mexico and Brazil.   • Climate Change in Latin America and the Caribbean: A Review of the Bonn and Marrakech Decisions and Their Effect on the Clean Development Mechanism of the Kyoto Protocol

    This technical document aims to present an overview of climate change developments, in particular with regards to carbon markets under the Clean Development Mechanism (CDM). The document is divided into three sections. The first section describes the history of the climate change negotiations. Section two presents an overview of the decisions adopted at international meetings such as the Bonn Agreements and Marrakech Accord. The third section analyzes the carbon credit market. The first part of this section briefly presents the available information regarding real carbon credit transactions, while the second section focuses on the literature review of several theoretical models and presents the theoretical estimates of the price and size of the carbon market.

  • Report of the Capacity Building Training Workshop on Reducing the Impacts of Climate Extremes on Health

    This activity report is based on a World Meteorological Organization (WMO) workshop organised to build the capacity of health professionals and climate scientists in the Greater Horn of Africa on practical applications of climate information and prediction services in the health sector for improved decision-making and better management of health services. The objective was achieved through lectures, practical demonstrations, laboratory exercises, plenary discussions, and field excursions. In concluding the workshop, the participants suggested several items as follow-up actions, including a similar workshop to review progress of previous interactions; enhancement of the interaction between climate scientists and health experts; implementation of national action plans by multi-disciplinary teams and other relevant organizations and institutions; and maintaining regular communication among the group.

  • Who Needs What to Implement the Kyoto Protocol?: An Assessment of Capacity Building Needs in 33 Developing Countries

    This technical document provides an assessment of  capacity building needs in 33 developing countries, based on a survey of views and perceptions of local stakeholders. Reviews of the questionnaires and the interviews are summarized in the four regional chapters (Africa, Asia and Pacific, Latin America and Middle East). A fifth chapter provides a detailed summary of the 33 national reports. Finally the concluding chapter offers thoughts on the way forward regarding capacity-building issues in developing countries. The most important conclusion of this assessment is that increased emphasis on capacity-building activities is a key component to a successful implementation of the United Nations Framework Convention on Climate Change (UNFCCC) in developing countries.

  • Climate Change and Human Health: Impact and Adaptation

    This technical document contains a general description of the health impacts of climate change and possible adaptation measures. Adaptation is a key response strategy to minimize potential impacts of climate change. A primary objective of adaptation is the reduction, with the least cost, of death, disease, disability and human suffering. The ability to adapt to climate change, and specifically the impacts on health, will depend on many factors including existing infrastructure, resources, technology, information and the level of equity in different countries and regions.

  • The Impact of Climate Change Policies on Employment in the Coal Mining Industry

    This analytical report by Cain Polidano states that commitments of developed countries to curb greenhouse gas emssions under the UNFCCC lead to falls in coal production and hence to significant falls in coalmining employment. It predicts that global coal employment could fall by 53 per cent under the most stringent emission reduction scenario.

  • WMO Statement on the Status of the Global Climate in 1999

    This technical document is part of an annual series published by the World Meteorological Organization (WMO) on the status of the global climate. This year’s statement focuses on the status of the global climate in 1999. It notes that despite the cooling effect of La Niña, most evident in the near-surface waters of the tropical eastern Pacific Ocean, 1999 was still one of the warmest years in the global historical instrumental record. Globally averaged temperature at the surface is now estimated at a little over 0.6°C above the comparable figure for the late 19th century. The 1990s were the warmest decade of the past century. Evidence is presented in this statement that, at least in the Northern Hemisphere, the 20th century was most likely the warmest in the last millennium.

  • Post-Kyoto Climate Change Policies: China

  • Promoting Development While Limiting Greenhouse Gas Emissions: Trends & Baselines

    This technical document updates and expands on the previous Reid-Goldemberg analysis calling upon the expertise of country experts to document the emissions impacts of various macro-economic, structural and sector policies in Argentina, Brazil, China, India and Mexico, as well as throughout Africa. A case study of the United Kingdom provides a good point of comparison. These five large developing countries account for approximately 23% of greenhouse gas (GHG) emissions worldwide, and approximately two-thirds of emissions from non-Annex I countries, and the UK is one of the  few Annex I countries that has kept its emissions from increasing above the 1990 levels.

    This analytical report summarises the impacts of El Niño on health and the potential uses of such information. Section three summarises the current state of knowledge on the health impacts of El Niño.
