  • Report of the WMO Conference on Living with Climate Variability and Change: Understanding the Uncertainties and Managing the Risks

    This activity report is based on the World Meteorological Organisation (WMO) Conference on “Living with Climate Variability and Change: Understanding the Uncertainties and Managing the Risks”, which was organized to review the opportunities and constraints in integrating climate risks and uncertainties into decision-making in the core socio-economic sectors. The conference gathered climate scientists and user communities to collate their experiences in managing risks of climatic origin and to build a framework for future strategies. The conference drew on experience presented by experts from both private and public organizations. The main results of the conference are synthesized in this report. It is hoped that the summaries and syntheses of discussions and recommendations presented in this report will be a valuable source of information to the wide range of institutions, organizations and consortia of organizations engaged in supporting the society to deal with climate variability and change.

  • Risks and Chances of Combined Forestry and Biomass Projects under the Clean Development Mechanism

    This analytical report aims to assess the realistic potential and the major constraints of combining carbon sink and bioenergy use projects in the CDM. The report starts with an overview of the current state of biomass use in developing countries. These days, energy from biomass is considered a new and modern option in the industrialized world. In developing countries bio-fuels is still largely viewed as a traditional practice. CDM could help changing this and this report shows the technological options available.

    This document presents a statement by Mrs Tibaijuka, Executive Director of UN-HABITAT. The Director addresses the issue of urban growth and its consequences for climate change. Today half of humanity lives in cities and it is projected that by 2030 that figure will rise to two-thirds. The cities growing fastest are those of the developing world, and the fastest growing neighbourhoods are the slums. Local solutions and local funding are needed in order to fight poverty and offset global disasters.

  • WMO Statement on the Status of the Global Climate in 2005

    This technical document is part of an annual series published by the World Meteorological Organization (WMO) on the status of the global climate. It highlights that the year 2005 was most likely one of the two warmest years on record since 1850. The 2005 hurricane season saw some of the most destructive hurricanes on record, which claimed more than 3 000 lives in Central America and the United States. Disastrous floods and landslides due to extreme precipitation events were also reported worldwide. Prolonged drought conditions continued to affect parts of Africa, Australia and the western United States. In 2005, western parts of Europe were also under the grip of a severe drought. Arctic sea ice during September 2005 was the lowest on record and below the average for the fourth consecutive year. The ozone hole in 2005 was the third largest recorded after 2000 and 2003. In December, central Europe and central  and eastern parts of Asia experienced significantly colder than average temperatures.

This study focuses on current specifications, with comparisons to international norms, of gasoline, diesel and fuel oil; on measures adopted for improving the quality of such fuels and for reducing emissions, particularly the elimination of lead from gasoline, and the reduction of sulphur in gasoline and diesel; on expected economic and environmental benefits of using cleaner fossil fuels; and on barriers facing the production and use of cleaner fuels. It advises that there is a strong need to revise and modify the fuel specifications in the region to match international norms.

  • Key GHG Data - Greenhouse Gas Emissions Data for 1990 - 2003

    This activity report gives an overview of the most representative GHG data provided by Parties to the Convention since 1994. In particular, it covers the following GHGs: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6) from the period of 1990 - 2003. The document aims to diffuse useful information that Parties have provided under the Convention, to reflect adequately the tremendous efforts by Parties in preparing and submitting GHG data, and to become a key reference for national GHG data.

  • Managing the National Greenhouse Gas Inventory Process

    This manual supports the compilation of a national greenhouse gas (GHG) inventory. This requires a fairly lengthy and interconnected series of tasks, including collecting emission factors and activity data, selecting appropriate methods, estimating GHG emissions and removals, implementing uncertainty assessment and quality assurance/quality control procedures, reporting the results, and documenting and archiving all relevant data and procedures. The target audience for this handbook is non-Annex I Party inventory experts concerned with general aspects of GHG inventory planning, preparation and management. As the majority of non-Annex I Parties have prepared at least one national GHG inventory, this handbook focuses on improving and updating the GHG inventory and on managing these processes, including improved documentation and archiving.

Proliferation of microalgae in marine, brackish or fresh waters can cause the destruction of huge numbers of fish, contaminate seafood with toxins and alter ecosystems. About 300 species of microalgae are reported to form mass occurrences, so-called 'blooms', and nearly one-fourth of these species are known to produce toxins.

After presenting a summary review of the literature, this study analyzes water charge experiences in France, Mexico and Brazil.
