  • Training Package on Sustainable Energy Regulation and Policymaking for Africa

The manual focuses on three major energy-related issues: energy regulation and power sector reform; increased renewable energy technology penetration for rural electrification; and sustainable use of energy through energy efficiency in industrial, commercial and domestic sectors (including energy efficiency within buildings). It aims to achieve a positive input in these three areas by increasing the awareness and knowledge of energy regulatory and policymaking bodies and their personnel, and thereby strengthen energy sector regulating and policymaking capacity within African governments. The manual includes 20 training modules. Each module contains a “core” text that covers the main topic of the module.  Each module also has attached to it case studies, a PowerPoint presentation, examples of thematic discussions, references to further written materials and websites and a glossary.

  • A World of Science Retrospective on Climate Change (2002-2007)

This report approved by the world's governments notes that warming of the climate system is unequivocal. It predicts that global mean temperatures will rise by 1.8°-4.0°C this century, depending on which socio-economic scenario is followed. The report confirms that most of the observed increase in globally averaged temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic greenhouse gas concentrations and that discernible human influences now extend to other aspects of climate, including ocean warming, continental-average temperatures, temperature extremes and wind patterns.

  • Asia's Much-Needed Low Carb Diet

This article from the Far Eastern Economic Review's November 2007 edition examines whether Asian countries will emerge as leaders of the low-carbon revolution. Asia has the skills, labor, technology base and entrepreneurship to lead the low-carbon revolution. Asia’s private sector can seize the opportunity to lead the revolution of decarbonization just as it has led the race for globalization. But Asia’s dynamic private sector needs governments to provide the enabling framework and incentives to make this happen.

  • Catalyzing Private Investment for a Low-Carbon Economy

This analytical report details progress on clean energy development and diffusion. More specifically it focuses on the efforts the WBG is making to work in partnership with the private sector to leverage its resources, since the WBG, despite being one of the largest multilateral development bank lenders for energy, can meet only a small part of the investment needed. Consequently, as the WBG continues to grow its energy investments in absolute terms, it increasingly sees its role as a catalyst in working with  client countries and the private sector to increase the available resources.
