In this policy document ISDR underlines that to reduce the risk of extreme climate events, action is required on twin policies: to reduce the greenhouse gas emissions that drive climate change, and to reduce the vulnerability of societies to inevitable climate change impacts. The document promotes these messages to ensure the integration of disaster risk reduction into current policies as well as in the post-2012 climate change regime.

This policy document highlights the potential impacts of climate change on agriculture, forestry and fisheries in the Pacific Islands due to sea level rise, ocean acidification, increased frequency of extreme weather events, and altered circulation of oceans and the atmosphere. The brief notes the importance of diversification of agriculture and the need to prepare for changes in the distribution and abundance of fisheries, particularly tuna. It calls for governments to build resilience into food systems by implementing National Adaptation Programmes of Action (NAPAs) alongside collaboration with international partners.

This analytical report highlights that the effect of climate change is already straining the disaster relief system and the threat of extreme climatic events in the future is likely to generate higher demands for disaster assistance that will prove more costly. Tackling the threat of climate change in risk-prone areas will need a system-wide shift in attention to strengthen disaster risk management, risk reduction and preparedness for an effective response.

  • Climate Change and Sea Level Rise : A Review of the Scientific Evidence

This analytical report reviews the scientific literature on climate change and sea level rise (SLR) to date. There appears to be a consensus across studies that global sea level is projected to rise during the 21st century at a greater rate than during the period 1961 to 2003 and unanimous agreement that SLR will not be geographically uniform. Ocean thermal expansion is projected to contribute significantly, and land ice will increasingly lose mass at an accelerated rate.

  • Closing the Gap Between Climate Adaptation and Poverty Reduction Frameworks

This activity report  observes that national frameworks to reduce poverty and adapt to climate change rarely, if ever, interlink. Most Poverty Reduction Strategies (PRSs) and National Development Strategies (NDSs) screened during a review by ODI ignore climate change issues almost entirely. Gaps and disconnects between climate adaptation and poverty reduction frameworks undermine efforts to cushion the poverty impact of climate change. More effort is needed to improve links between climate change adaptation plans and projects and country-led poverty reduction strategies.

  • Forest Carbon Partnership Facility: Demonstrating Activities that Reduce Emissions from Deforestation and Forest Degradation

This analytical report highlights that little progress has been made so far in reversing deforestation trends in most tropical and subtropical countries. The document introduces the Forest Carbon Partnership Facility's activities in this regard. This partnership is designed to set the stage for a large-scale system of incentives for reducing emissions from deforestation and forest degradation in developing countries, providing a source of financing for the sustainable use of forest resources and biodiversity conservation, and for the more than 1.2 billion people who depend to varying degrees on forests for their livelihoods.

  • Forest Governance and Climate-Change Mitigation

This policy document summarizes the main findings of five workshops organized between 2006 and 2008 by the Food and Agriculture Organization of the United Nations (FAO) and the International Tropical Timber Organization (ITTO) to promote multi-sectoral dialogue between countries on improving forest law compliance. It also highlights the lesson learned from experiences on the ground. In addition, the document sets out elements for an approach to forest law compliance and governance that benefits climate change mitigation.

  • Forest Resilience, Biodiversity, and Climate Change. A synthesis of the Biodiversity/Resilience/stability Relationship in Forest Ecosystems

This publication explores the links between biodiversity, forest ecosystem resilience, and climate change. Its findings are relevant for the future implementation of the CBD, but also the UNFCCC, the Forest Instrument of the United Nations Forum on Forests (UNFF), and other international and regional forest-related agreements. It provides a compelling rationale for the conservation and sustainable use of biodiversity in any forest-based climate change mitigation and adaptation efforts.

  • Future of World Food Security in the Face of Climate Change

This document includes a statement on food security and climate change by IFAD President at the University of Ottawa. The President underlines that feeding 9.1 billion people will require that overall global food production grow by 70 percent and that production in the developing countries would need to almost double. Climate change is one of the main challenges in this regard. However, this issue can be addressed effectively if governments, the private sector, and civil society organizations take the required measures at both the international and the national levels.
