  • Climate Change and Aquaculture: Opportunities and Challenges for Adaptation and Mitigation

    The analytical report analyzes the potential impacts of climate change on the aquaculture sector at the global and regional levels. Overall, impacts on aquaculture are predicted to vary widely, depending on the current climatic zones of activity. Climate change impacts on aquaculture have both direct effects, for instance through physical and physiological processes, and indirect effects, for instance through variations in fish meal supplies and trade issues. Regarding  contributions to greenhouse gas emissions, aquaculture has limited relevance and the primary mitigation route for the sector lies in the reduction of energy consumption, through fuel and raw material use.

  • Climate Change Financing: What Are the Challenges and the Opportunities for Financing Agriculture in Africa

    This policy document discusses opportunities for financing agriculture in Africa and provides recommendations. It stresses that African farmers have the potential to both reduce greenhouse gas emissions (GHG) and increase agricultural yields. The technical mitigation potential of agriculture by 2030 in Africa reaches 2Gt of CO2-eq per year. With the promise of emission reductions, carbon finance could underwrite the training of farmers in new practices as well as the establishment of MRV systems to track that both carbon and agricultural benefits are accrued.

    This analytical report provides an overview of the impact of climate change in Sub-Saharan Africa and discusses its implications for the agricultural sector. Africa is one of the most vulnerable continents to climate variability and change because of multiple stresses and low adaptive capacity. Nonetheless, African farmers are well poised to adopt ecological agriculture, given that many of these sustainable practices are already in place and contributing to food production. Ecological agriculture is also an option that is easily accessible for Africa, where many farmers cannot afford expensive chemical inputs.

  • Climate Change Science for Mesoamerican Decision Makers - A Practical Manual

    This manual aims to support decision makers who need to deal with the impacts of climate change but are not familiar with its science and interpretation of results from climate models. The document starts with a basic climate primer defining the concepts of weather, climate, climate variability and climate change. The mechanisms by which increases in greenhouse gases can cause climate change are discussed. This leads into a description of climate models and their function. Focus then turns to using the model output in assessing likely impacts and vulnerabilities. This includes model verification using observations, quantification of model probabilities and uncertainties, identification of key vulnerabilities as well as adaptation potentials, and, finally, developing response strategies. The manual concludes with a summary of likely climate changes confronting Mesoamerica in coming decades and the possible consequences of those changes.

  • Climate Change – Take Action Now! A Guide to Supporting the Local Actions of Children and Young People, with Special Emphasis on Girls and Young Women

    This manual is a guide on how facilitators, peer educators, project officers, teachers or youth workers can support young people in non-formal learning settings, both in and out of school, to take action in addressing the challenges of climate change. It aims to support the reader to focus the energy and ideas of children and young people into effective activism. This can take a range of forms, from practical projects such as tree planting or making solar cookers, to awareness-raising workshops or performances, community mapping and preparing for natural disasters. This resource can be used with any group: large or small, formal or informal, girls, boys or mixed-gender groups.   • Climate Change: A Regional Perspective

    This technical document aims to contribute to the discussion on climate change in light of the available evidence on the possible channels of transmission of the economic impact of this phenomenon and the results of the fifteenth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 15), held in Copenhagen from 7 to 18 December 2009. The document presents the outcomes of COP15, their implications and the technical bases for an international agreement on climate change, followed by a discussion on greenhouse gas emissions in Latin America and the Caribbean. It then addresses the economic costs of the impact of climate change and the opportunities for regional integration and coordination in the pursuit of low-carbon economies.

  • Climate Change: A Research Agenda for Latin America and the Caribbean

    The technical document outlines issues that need to be investigated in order to produce an informed assessment of what strategies and policies Latin America and its international organizations should pursue with respect to climate change. It aims to make three contributions: i) identifying actions that could be valuable but have not been highlighted; ii) advising on actions that could be ineffective and costly, given limited resources; and iii) recommending an evaluation of what elements require further analysis before objectives are translated into action. After introducing the issues involved, the report presents a simplified model to help explain the interaction of climate change with the economy. The discussion then turns to several of the most important relevant issues in terms of the model. Finally, individual items are discussed in order to construct an agenda.

    This analytical report looks at potential financing opportunities and costs of mitigation and adaptation in the urban context. Cities and the people who live in them account for more than 80 percent of the world’s total greenhouse gas emissions.   • Climate Innovation Centres: A New Way to Foster Climate Technologies in the Developing World?

    This analytical report was commissioned with the aim to develop practical recommendations on the design of Climate Innovation Centres (CICs). The report shows how CICs can: develop and deploy appropriate technologies to mitigate and adapt to climate change; catalyse competitive domestic industries in clean technologies for job creation and economic growth; and deliver ancillary climate technology benefits such as energy security and access, and reduced local pollution.   • Estimating Mitigation Potential of Agricultural Projects: an Application of the EX-Ante Carbon-balance Tool (EX-ACT) in Brazil

    This technical document presents and discusses the EX-ACT analysis performed on two World Bank-supported projects in Brazil. The projected estimates of the impact of project activities on green house gas emissions and carbon sequestration demonstrate the additional environmental benefits achieved through protecting forested areas, enhancing production systems and expanding agro-forestry and perennial systems. The study demonstrated possible synergies between mitigation and rural development goals while the EX-ACT sensitivity analysis has indicated that projected results will be intermediate between “pessimistic” and “optimistic” scenarios.

  • Global Investor Statement on Climate Change: Reducing Risks, Seizing Opportunities and Closing the Climate Investment Gap

    This policy document presents a global investor statement on climate change. It stresses that investors are concerned with the risks presented by climate change to regional and global economies and to individual assets. At the same time, they are interested in the large potential economic opportunities that the transition to a low-carbon economy presents. However, private investment will only flow at the scale and pace necessary if it is supported by clear, credible, and long-term policy frameworks that shift the risk-reward balance in favor of less carbon-intensive investment.   • Hands-on Energy Adaptation Toolkit (HEAT)

    This toolkit aims to support countries in assessing their vulnerabilities and adaptation options in the energy sector.   • ICT as an Enabler for Smart Water Management

    This analytical report provides an overview of how Information and Communication Technologies (ICT) can be a strategic enabler for smart water management policies and surveys upcoming ICT standards that will enable smart water initiatives. It highlights that technologies such as satellite remote sensing in combination with semantic sensor web and geographical information systems can be used innovatively by water authorities to obtain information in real time about water use, to track and forecast the level of rivers and to identify new sources of fresh water. With the impact of climate change, sole reliance on historical hydrologic weather patterns is no longer a viable forecast for water authorities. Smart metering technologies can also provide individuals, businesses and water companies with information in near real-time about their own water use, thus raising awareness about usage, locating leakages and having better control over water demand.

  • Joint Workshop “Climate Change Impacts on International Transport Networks”

    This activity report was prepared in preparation for a joint workshop. The workshop, which brought together a wide range of experts, including representatives from governments, academia, as well as inter-governmental and non-governmental organizations, provided an important first opportunity for considered discussions on a complex set of critical issues that has so far received little attention.

    A concrete follow-up includes the establishment of an intergovernmental UNECE Expert Group considering the subject in depth (2011-2013, now extended to 2017) and publishing a substantive final report, including policy recommendations, in 2014 (“Climate Change Impacts and Adaptation for International Transport Networks"). UNCTAD participated actively in the work of the Expert Group and continues to do so, following the extension of the EG mandate.
