    This presentation provides context to WTO Doha round trade negotiations to reduce or eliminate tariff and non-tariff barriers to trade in environmental goods and services. It explores a number of submissions from WTO Members to the Committee on Trade and Environment in Special Session (CTESS) on approaches to identify environmental goods (EG), and presents trade data and statistics on the 'universe of goods' covered by submissions.   • Estimating Mitigation Potential of Agricultural Projects: an Application of the EX-Ante Carbon-balance Tool (EX-ACT) in Brazil

    This technical document presents and discusses the EX-ACT analysis performed on two World Bank-supported projects in Brazil. The projected estimates of the impact of project activities on green house gas emissions and carbon sequestration demonstrate the additional environmental benefits achieved through protecting forested areas, enhancing production systems and expanding agro-forestry and perennial systems. The study demonstrated possible synergies between mitigation and rural development goals while the EX-ACT sensitivity analysis has indicated that projected results will be intermediate between “pessimistic” and “optimistic” scenarios.

  • Forests and Climate Change after Copenhagen: An Asia-Pacific Perspective

  • ICT as an Enabler for Smart Water Management

    This analytical report provides an overview of how Information and Communication Technologies (ICT) can be a strategic enabler for smart water management policies and surveys upcoming ICT standards that will enable smart water initiatives. It highlights that technologies such as satellite remote sensing in combination with semantic sensor web and geographical information systems can be used innovatively by water authorities to obtain information in real time about water use, to track and forecast the level of rivers and to identify new sources of fresh water. With the impact of climate change, sole reliance on historical hydrologic weather patterns is no longer a viable forecast for water authorities.   • Joint Workshop “Climate Change Impacts on International Transport Networks”

    This activity report was prepared in preparation for a joint workshop. The workshop, which brought together a wide range of experts, including representatives from governments, academia, as well as inter-governmental and non-governmental organizations, provided an important first opportunity for considered discussions on a complex set of critical issues that has so far received little attention.

    A concrete follow-up includes the establishment of an intergovernmental UNECE Expert Group considering the subject in depth (2011-2013, now extended to 2017) and publishing a substantive final report, including policy recommendations, in 2014 (“Climate Change Impacts and Adaptation for International Transport Networks"). UNCTAD participated actively in the work of the Expert Group and continues to do so, following the extension of the EG mandate.

  • Local Governance and Climate Change

    The policy document  tries to identify and articulate in practical terms what has (or has not) been done by local governements (LG)  in addressing climate change (CC) and what can be done to improve outcomes from this interface. The overall conclusion is that while there is much talk about the role of LGs in addressing CC, there is little hard evidence that CC figures prominently on the routine agenda of most LGs in the developing countries of the Asia-Pacific region. There are specific projects and programmes, funded by donors and governments, which try to address CC at the local level, and which sometimes (but not always) work through LGs. If it is assumed that LGs do indeed have a potentially important role to play in addressing CC, then a good deal more needs to be done to realise this potential. The document tries to understand why LGs appear to be relatively inactive on CC, and provides some entry points and approaches that might contribute towards greater local government involvement.

    The objective of this technical document is to provide the background to the methodology used to model the impact of climate change on runoff for the global track of the Economic of Adaptation to Climate Change (EACC) project. This report presents findings from computer modeling of the impacts of potential climate change on hydrology and water availability (changes in runoff, basin yield, and flooding). Chapter two provides the framework of analysis. Chapter three provides the hydrological drivers and data. Chapter four describes selected climate scenarios. Chapter five provides the runoff.   • NAMAs in the Transport Sector: Case Studies from Brazil, Indonesia, Mexico and the People's Republic of China

    This technical document includes four case studies commissioned in two Asian and two Latin American cities as part of a project on climate instruments in the transport sector. It analyzes nationally appropriate mitigation actions (NAMAs) in Jakarta (Indonesia), Mexico City (Mexico), Belo Horizonte (Brazil), and Hefei (People’s Republic of China). Taken together, the studies demonstrate that NAMAs in the transport sector have the potential to achieve significant greenhouse gas (GHG) emissions reductions and provide a substantial contribution to sustainable development. They also give the first on-the-ground evidence of the policies and guidelines that will need to be in place in any post-2012 climate agreement for transport NAMAs to achieve their full potential.

  • National Forest GHG Inventories – A Stock Taking

    This activity report includes a summary of a meeting held in Yokohama, Japan on 23-25 February 2010 to review the use of the Intergovernmental Panel on Climate Change (IPCC) guidelines on forest greenhouse gas (GHG) inventories particularly with regard to the use of remote sensing and ground-based methods of data acquisition on C stocks and area changes of forests. The meeting identified a number of key areas where the IPCC Task Force on National Greenhouse Gas Inventories (TFI) could provide advice to the inventory compilers on new emission factors and on areas needing fresh or revised guidance. It also provided recommendations for future actions.

    The information contained in this technical document is based on national GHG inventory submissions received as of 18 October 2010. It shows the status of reporting of GHG inventories by Annex I Parties in 2010, and provides a summary of the latest available data on the GHG emissions and removals for the period 1990–2008 of parties included in Annex I to the Convention. All 41 Annex I Parties submitted their GHG inventory common reporting format (CRF) tables and national inventory reports (NIRs) in 2010.

  • Notes on Optimal Growth, Climate Change Calamities, Adaptation and Mitigation

    This technical document discusses a strategy of inclusion of adaptation and mitigation expenses in a model of optimal growth under threat of climate change. Calamity is defined as the result of a shock that reduces the utility level (even to extinction forever) and/or triggers a fundamental change of the economic structure. Mitigation expenses reduce the long-run probability of a calamity or the speed of convergence to it; adaptation expenses help to improve the standard of living after the calamity. The willingness to contribute to those expenses and the effects on the long-run capital stock of the economy depend on perceptions on how they will modify the law of evolution of probabilities of the shock and the standard of living after the shock. The choice between a clean technology and one that increases GHG emissions is also discussed.

  • Patents and Clean Energy: Bridging the Gap between Evidence and Policy - Final Report

    The analytical report examines the effect of patents on the worldwide transfer of clean energy technologies (CETs), including solar photovoltaic, geothermal, wind, and carbon capture. Key findings from the study include: Japan, the US, Germany, the Republic of Korea, France and the UK are the source of almost 80% of all CET innovations developed; there is a correlation between increased patenting activity and the adoption of the Kyoto Protocol; limited licensing activity is observed in entities located in developing countries, and confined mainly to China, India and Brazil.
