  • Water and Climate Change Impacts and Adaptation Strategies

    This technical document attempts to synthesize previous work on freshwater resources and climate change impacts and adaptation strategies and to identify ways forward. It aims to raise the level of understanding among parties with regard to the links between climate change and freshwater resources, in a manner that would ultimately support informed decisions on practical adaptation action and measures on water resources. It especially explores links between climate change and hydrology, including impacts of climate change on: ecosystems and biodiversity, agriculture and food security, urbanization, land use and forestry, water supply and sanitation, health, infrastructure, and energy security which, in addition to climate, are strongly influenced by human interventions and actions.

  • Weather Extremes in a Changing Climate: Hindsight on Foresight

    This brochure provides a sample of extreme events for the past decade (2001–2010). Some of these events compared with — or exceeded in intensity, duration or geographical extent — the most significant historical events. Scientists are still studying the quantitative links between these events and climate change. Meanwhile, this brochure illustrates a qualitative fit between the facts observed about extreme events over the past decade, and the IPCC projections regarding the consequences of climate variability and change.

  • When Should Developing Countries Announce Their Climate Policy?

    This technical document provides a rationale for developing countries to announce future credible commitments to reduce GHG emissions even if these are not to materialize in the short run, and for domestic reasons only. A simple framework is presented in which it is shown that it may be costly for an economy to transition from high to low emissions; and that, if climate policy eventually will be enacted, then it may be better for countries to commit earlier and therefore eliminate the uncertainty for the private sector to invest appropriately in clean technologies. In particular, conditions are shown under which the private investor prefers a pre-announced climate policy, and how this policy affects investment decisions and the deployment of clean technologies.

  • Why a Green Economy Matters for Least Developed Countries

    This analytical report highlights that the world's 48 Least Developed Countries (LDCs) are positioned to jump-start the transition to a green economy by continuing to develop low-carbon, labour-intensive agriculture and community-based forestry, sustainable practices that have existed for decades. Developed and emerging countries, meanwhile, face substantial costs of “decarbonisation” and costs related to retiring inefficient fossil fuel-based technologies. The report includes examples of achievements in a range of economic sectors, including energy and agriculture, and through government, private sector and civil society initiatives.

  • WMO Statement on the Status of the Global Climate in 2010

    This technical document is part of an annual series published by the World Meteorological Organization (WMO) on the status of the global climate. Key results of the present issue include that the year 2010 was especially notable in that global surface temperatures reached record values at the same level as in 1998 and 2005, consistent with the acceleration of the warming experienced over the last 50 years. The year also signalled the closure of the warmest decade on record. Over this decade, warming was markedly more pronounced in some regions, notably so in North Africa and the Arabian Peninsula, South Asia and the Arctic.

  • Women at the Frontline of Climate Change - Gender Risks and Hopes: A Rapid Response Assessment

    This analytical report states that investing in low carbon, green technologies can strengthen climate change adaptation and improve women's livelihoods. It calls for designing adaptation programmes with a focus on gender equity, due to the key roles women play in agriculture, forest economies, biodiversity and other sectors, particularly in developing countries. It also recommends increased investments in green, labor-saving technologies, including irrigation systems or water harvesting, which can improve the quality of life and increase the productivity of female farm workers while benefiting the environment, through replacing fuel wood often collected by women with cleaner fuel alternatives.

  • World Aquaculture 2010

    This technical document provides an overview of global aquaculture status and development trends as a synthesis of such status and trends in six regions of the world: Asia–Pacific, Europe, Latin America and the Caribbean, Near East and North Africa, North America and Sub-Saharan Africa. The document recommends that as the sector further expands, intensifies and diversifies, it should recognize the relevant environmental and social concerns and make conscious efforts to address them in a transparent manner. The impacts of climate change on global aquaculture, yet fully known, include: rising seasurface temperatures; sea-level rise; increasing ocean acidification; higher incidence of extreme weather events; increasing risks of transboundary pests and diseases; and altered rainfall patterns and river flows.

  • World Resources Report 2010-2011: Decision-Making in a Changing Climate - Adaptation Challenges and Choices

    This analytical report discusses how national governments, particularly those of developing countries, can make effective decisions in a changing climate.   • A City-Wide Approach to Carbon Finance

    This policy document introduces a city-wide approach to carbon finance. This proposes expansion of the CDM’s Programme of Activities approach to enable aggregation of city-based GHG mitigation reductions broadly covered by five sectors: energy, transport, solid waste, water and wastewater, and urban forestry. The city-wide approach to carbon finance gives cities greater flexibility to create a GHG mitigation program covering one, a few, or all sectors, as part of a single comprehensive effort.

    This technical document observes that countries with high female education weather extreme weather events better than countries with equivalent income and weather conditions.   • Analytical Framework for Climate Change Action

    This policy document presents a framework for action to address climate change in Latin America and the Caribbean (LAC). It notes that in order to face adaptation challenges, LAC countries should target such key economic sectors as land use, land use change, and forestry (LULUCF), agriculture, water resource management, and urban development, as the consequences of inaction in these sectors could be catastrophic for the economic sustainability of LAC nations. The means to protect these sectors should be developed and concrete adaptation measures fully incorporated into sector planning. Equally important are mitigation policies and related sustainable development practices. The document also highlights financial mechanisms and resources for addressing financial gaps and scaling up investments in the region and the support that can be provided by the Inter-American Development Bank (IDB).

    This guidance document suggests that human rights-based approach should be integrated in any climate change adaptation or mitigation measures, such as the promotion of alternative energy sources, forest conservation or tree-planting projects, resettlement schemes and others.   • Asia-Pacific Forests and Forestry to 2020

    This technical document examines both opportunities from and potential limitations of REDD+ (reducing emissions from deforestation and forest degradation  in developing countries, as well as conservation, sustainable management of forests and enhancement of carbon stocks). It underscores the critical impact of societal changes on forests, particularly demographic changes, globalization and increasing demand for food, fiber and fuel. The report suggests that use of wood as a source of energy is likely to decrease and that improved governance will be central to the success.

  • Capturing and Conserving Natural Coastal Carbon: Building Mitigation, Advancing Adaptation

    This analytical report highlights the crucial importance of carbon sequestered in coastal wetlands and submerged vegetated habitats like seagrass beds for climate change mitigation. Coastal wetlands, such as mangroves, tidal flats and salt marshes, along with seagrass beds sequester large amounts of carbon within their plants and especially in the soil. Degradation of these habitats - as a result of drainage, conversion and reclamation - can result in substantial and ongoing emissions of greenhouse gases. However, these natural carbon sinks and the emissions resulting from their degradation and loss remain largely unaccounted for within the UNFCCC.

  • Climate Change and Aquaculture: Opportunities and Challenges for Adaptation and Mitigation

    The analytical report analyzes the potential impacts of climate change on the aquaculture sector at the global and regional levels. Overall, impacts on aquaculture are predicted to vary widely, depending on the current climatic zones of activity. Climate change impacts on aquaculture have both direct effects, for instance through physical and physiological processes, and indirect effects, for instance through variations in fish meal supplies and trade issues. Regarding  contributions to greenhouse gas emissions, aquaculture has limited relevance and the primary mitigation route for the sector lies in the reduction of energy consumption, through fuel and raw material use.

  • Climate Change Financing: What Are the Challenges and the Opportunities for Financing Agriculture in Africa

    This policy document discusses opportunities for financing agriculture in Africa and provides recommendations. It stresses that African farmers have the potential to both reduce greenhouse gas emissions (GHG) and increase agricultural yields. The technical mitigation potential of agriculture by 2030 in Africa reaches 2Gt of CO2-eq per year. With the promise of emission reductions, carbon finance could underwrite the training of farmers in new practices as well as the establishment of MRV systems to track that both carbon and agricultural benefits are accrued.

Africa is one of the most vulnerable continents to climate variability and change because of multiple stresses and low adaptive capacity.   • Climate Change Science for Mesoamerican Decision Makers - A Practical Manual

    This manual aims to support decision makers who need to deal with the impacts of climate change but are not familiar with its science and interpretation of results from climate models. The document starts with a basic climate primer defining the concepts of weather, climate, climate variability and climate change. The mechanisms by which increases in greenhouse gases can cause climate change are discussed. This leads into a description of climate models and their function. Focus then turns to using the model output in assessing likely impacts and vulnerabilities. This includes model verification using observations, quantification of model probabilities and uncertainties, identification of key vulnerabilities as well as adaptation potentials, and, finally, developing response strategies. The manual concludes with a summary of likely climate changes confronting Mesoamerica in coming decades and the possible consequences of those changes.

    The technical document outlines issues that need to be investigated in order to produce an informed assessment of what strategies and policies Latin America and its international organizations should pursue with respect to climate change. It aims to make three contributions: i) identifying actions that could be valuable but have not been highlighted; ii) advising on actions that could be ineffective and costly, given limited resources; and iii) recommending an evaluation of what elements require further analysis before objectives are translated into action. After introducing the issues involved, the report presents a simplified model to help explain the interaction of climate change with the economy.   • Climate Innovation Centres: A New Way to Foster Climate Technologies in the Developing World?

    This analytical report was commissioned with the aim to develop practical recommendations on the design of Climate Innovation Centres (CICs).
