  • Guidance for NAMA Design: Building on Country Experiences

    This manual aims to support developing countries in the Nationally Appropriate Mitigation Actions (NAMAs) development and implementation process by providing guidance and good practices on the key aspects of NAMAs, including the policy framework; potential types of actions; financing; institutional arrangements and the roles of different actors; and Measurement, Reporting and Verification (MRV) procedures. The NAMA concept is an emerging one, and since by its very nature it is a “nationally appropriate” tool, its overall definition may remain incomplete. This being the case, the objective of this guide, is to take stock of what has been agreed upon with regards to NAMAs, as well as to provide a few insights on what will be considered as falling within the domain of “good practices.”

  • Guidance Note on Gender Sensitive REDD+

    This technical document promotes gender sensitive REDD+ processes as well as supports UN-REDD Programme partner countries and various other REDD+ stakeholders in the preparation, development and implementation of gender sensitive national REDD+ strategies. Through five components, it provides the rationale for investing the time and resources, offers concrete examples of good practices, and proposes specific actions that can be taken in order to ensure that gender sensitive REDD+ outcomes are achieved. By taking such steps, REDD+ can be more efficient, effective and sustainable.

  • Guidebook for the Development of a Nationally Appropriate Mitigation Action (NAMA) on Efficient Lighting

    This manual illustrates how to create an efficient lighting Nationally Appropriate Mitigation Action (NAMA) based on a country-led national efficient lighting strategy. It aims to be a practical resource for governments (ministries of energy, environment, housing, climate change, finance, planning and others), private sector investors and civil society organizations. Users already may have developed an efficient lighting strategy, or may be in the process of developing one. Furthermore, users may have an interest in articulating a NAMA for the implementation of the strategy, indicating how the country will turn strategy into practice. Articulating the NAMA facilitates communication with stakeholders, including citizens, the private sector, and national and international funders.

  • Heritage and Resilience - Issues and Opportunities for Reducing Disaster Risk

    This analytical report presents the current thinking in the field as well as various examples – from different regions of the world - of how heritage can be better protected from disasters, such as those provoked by climate change, while contributing to the resilience of societies. It aims to bring these important issues to the attention of the larger disaster risk reduction community and to stimulate wider discussion in the context of ongoing consultations around a post-2015 framework for disaster risk reduction and a post 2015 development agenda. In advocating for integration of these issues within both disaster risk and heritage conservation policies and practices, this paper promotes strategic partnerships that bring the knowledge and capacities of actors in the fields of cultural heritage and disaster risk together and encourages support to the initiatives of local governments and, most importantly, communities that safeguard our shared cultural heritage for resilience.

  • Hot, Sour & Breathless – Ocean Under Stress: How is the Biggest Ecosystem on Earth Faring?

    This brief provides a guide of three interacting stressors facing the ocean: acidification, warming, and deoxygenation. In the future many parts of the ocean are likely to experience more than one of these environmental stressors at the same time, since they are driven by the same underlying process – increases in atmospheric CO2 and other greenhouse gases. These “hot spots” will not only be warmer, but are also likely to be more stratified, have increased acidity and contain less oxygen, increasing the stress on marine life in ways that may be more than the simple addition of each.

    Acting together these stressors could more rapidly threaten biogeochemical cycles, ecosystems and the goods and services the ocean provides to society, thereby increasing the risk to human food security and industries depending on productive marine ecosystems. Furthermore, changes in the exchange of gases between the atmosphere and ocean will impact on climate change.

  • How Does Europe Link DDR and CCA?

  • Implementation of the Hyogo Framework for Action - Summary of Reports 2007-2013

    This analytical report shows the relationship of specific activities to the five priorities for action of the Hyogo Framework for Action (HFA) and the strategic objectives governing them.   • Integrating Gender in Disaster Management in Small Island Developing States: A Guide

    This manual outlines the vulnerability of small island developping states (SIDS) in the Pacific and the Caribbean to natural hazards and climate risks, and explains how gender roles and responsibilities result in differential exposure and impact of disasters. Putting on a “gender lens” means analyzing what men and women do in their daily lives, looking at how they interact and what specific needs arise out of this. It is intended to provide national disaster management personnel working in the SIDS with a tool to strengthen their practice; it is not intended to be exhaustive and should be considered as an aid to complement pre-existing knowledge. The document aims to help practitioners identify and integrate gender into their decision-making and actions on the ground in every phase of disaster risk management.

  • Irrigation in Central Asia in Figures - AQUASTAT Survey-2012

    This analytical report presents an overview of water use and irrigation across six countries to support agricultural and rural development decisions related to the sustainable use of water and land. The overview covers Afghanistan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. It follows the last publication on Central Asia released over a decade ago, and provides a regional analysis and chronological analysis of change over this time.   • Isotope Methods for Dating Old Groundwater

    This guidance document provides theoretical and practical information on using a variety of isotope tracers for dating old groundwater, i.e. water stored in geological formations for periods ranging from about 1000 to one million years. Theoretical underpinnings of the methods and guidelines for their use in different hydrogeological envirnments are described. The document also presents a number of case studies providing insight into how various isotopes have been used in aquifers around the world.

    The methods, findings and conclusions presented in this publication enable students and practicing groundwater scientists to evaluate the use of isotope dating tools for specific issues related to the assessment and management of groundwater resources. In addition, the guidebook will be of use to the scientific community interested in issues related to radioactive waste disposal in geological repositories.

  • Low Carbon Technologies Can Transform Latin America's Bus Fleets - Lessons from the C40-CCI Hybrid & Electric Bus Test Program: Hybrid and Electric Technologies Are a Viable Solution to Reduce Carbon Emissions in the World’s Megacities

    This activity report presents the results of the The Hybrid and Electric Bus Test Program. Findings reveal that that hybrid and electric technologies can perform as well or better than comparable diesel-powered buses and within a reasonable payback period. In Latin America, where the transport sector is already the largest contributor of greenhouse gas emissions, several cities have been working to improve their transport systems to achieve improved air quality, better road safety, and greater social inclusion.

    This technical document explains that, according to the sources reviewed, human rights obligations relating to the environment include: 1) procedural obligations of States to assess environmental impacts on human rights and to make environmental information public, to facilitate participation in environmental decision-making, and to provide access to remedies for environmental harm; 2) substantive obligations of States to adopt legal and institutional frameworks that protect against environmental harm that interferes with the enjoyment of human rights, including harm caused by private actors; and 3) non-discrimination and other obligations of States relating to the protection of members of groups in vulnerable situations, including women, children and indigenous peoples.

Additional objectives included the establishment of improved communication as an exchange of relevant knowledge among participants, and the identification of opportunities to improve national data systems. Participants identified the coordination of actions as essential in order to face challenges in meeting commitments under the United Nations Conventions on Climate Change. A regional approach was proposed for learning processes and technical support to enable countries to identify opportunities for common development, considering as priority also the exchange of experiences and the creation of a communication network.

  • Sharing Smart Solutions in Water - 2012 Annual Report & Phase 1 Summary

    This activity report on the Water Partnership Programme (WPP) presents the results per region of the programme, namely: Africa; Asia and the Pacific; Europe and Central Asia; Latin America and Caribbean; Middle East and North Africa and South Asia. Among key contributions of the WPP in Africa, it cites improvements of data and analysis needed to promote the use of multi-purpose infrastructure to control floods, and provide food and energy to more people. In East Asia and the Pacific, countries were assisted in the integration of adaptation into projects to mitigate disaster risks from floods and droughts. In Europe and Central Asia, the WPP helped with the definition of sub-regional strategies for irrigation investments improving the region's capacity to become a key global supplier of grain, fiber, vegetables and fruits.

  • The Effectiveness of Climate Finance: a Review of the Clean Technology Fund

    The analytical report presents a study on the effectiveness of international climate funds using a common analytical framework.The Clean Technology Fund is the largest multilateral mitigation fund, with a capitalisation of US$5.2 billion in grants and concessional loans. Its objective has been to harness the private sector in pursuit of “transformational change” in developing countries towards low carbon development strategies. Its focus is on financing the deployment of low carbon technologies at scale. The experience of the Clean Technology Fund (CTF) offers important insights into what it takes to use diverse financial instruments at scale to support developing countries to respond to climate change. In addition to seeking to foster innovative approaches to delivering finance at the minimum level of concessionality possible, the CTF has made investments that seek to reduce the costs of promising new technologies such as concentrating solar thermal power. Its experience reinforces the importance of grounding programs in country context with due attention to issues of institutional capacity and preparedness.
