  • WMO Statement on the Status of the Global Climate in 2013

    This analytical report confirms that 2013 tied with 2007 as the sixth warmest on record, continuing the long-term global warming trend, and highlights that 13 of the 14 warmest years on record have all occurred in the 21st century. The document also provides short synopses of the status of the climate in different regions, and describes the impacts of continuing and increasing global warming on the regions, including increased incidences of extreme weather events, as well as the loss of lives and livelihoods caused by these events. The statement includes a list and description of major weather and climate events around the world in 2013, such as Typhoon Haiyan (Yolanda) which devastated parts of the Philippines, and the severe floods in the Alps and various European countries. It also contains a case study into the record hot Australian summer of 2012/13 and record hot calendar year of 2013, concluding that the record hot summer “was about five times as likely as a result of human-induced influence on cliimate” and that the record hot calendar “would have been virtually impossible without human contributions of heat-trapping gases.”

  • Women’s Inclusion in REDD+ in The Philippines : Lessons from Good Practices in Forest, and Other Natural Resources Management Sectors

    This analytical report identifies the elements that prevent and that enable the inclusion of women in REDD+ in the Philippines. It shows that taking into account gender issues is required to better address women’s inclusion in climate change - and thus to address dissimination of climate change knowledge on a broader plane. The Philippines was chosen as one of three countries for specific studies based on its progress in addressing gender issues and early experiences with REDD+.

    This brief presents the highlights of the Frequently Asked Questions about Ocean Acidification (2010, 2012), a detailed summary of the state of ocean acidification research and understanding. The FAQs and this fact sheet are intended to aid scientists, science communicators, and science policy advisors asked to comment on details about ocean acidification. In all, 63 scientists from 47 institutions and 12 countries participated in writing the FAQ, which was produced by the Ocean Carbon and Biogeochemistry Project, the United Kingdom Ocean Acidification Programme, and the European Project on Ocean Acidification (EPOCA).   • 2013 Supplement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories: Wetlands

    This technical document extends the content of the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and provides updated information reflecting scientific advances, including updating of emission factors for wetlands. It covers inland organic soils and wetlands on mineral soils, coastal wetlands including mangrove forests, tidal marshes and seagrass meadows and constructed wetlands for wastewater treatment. The coverage of the 2006 IPCC Guidelines on wetlands was restricted to peatlands drained and managed for peat extraction, conversion to flooded lands, and limited guidance for drained organic soils.

  • Africa's Adaptation Gap - Climate-change Impacts, Adaptation Challenges and Costs for Africa

    This technical document aims to inform policymakers of the shortcomings and opportunities for adaptation to climate change in Africa. It details adaptation costs under three scenarios. According to the document, annual adaptation costs due to past emissions are estimated at US$7-15 billion by 2020. Under a scenario where warming is kept below 2°C by 2050, annual adaptation costs are estimated at US$35 billion per year. Under the scenario where present emissions policies remain unchanged and the world experiences warming to 3.5-4°C by 2100, the adaptation cost could reach US$50 billion per year by 2050.

  • Chemical Plants GHG Emissions: A Guidance Note to Reconciling the Financing of Chemical Plants with Climate Change Objectives

    This technical guidance note presents orientation for project teams and clients on how to reconcile the financing of chemical plants with climate change objectives. In lieu of minimum performance criteria, it provides quantitative benchmarks by which to prioritize levels of attention. It also provides guidance on assessing and encouraging the reduction of projects' greenhouse gas emissions in accordance with the best available appropriate technologies. The present document in form of a technical note, therefore, conveys an approach to financing chemical plants in a manner consistent with the IDB's commitment to protecting the environment and reducing adverse impacts on the global climate, as established in its Environment and Safeguards Compliance Policy.

  • China's Green Long March: A Study of Renewable Energy, Environmental Industry and Cement Sectors

    This anaylitical report finds that, despite rapid advancement towards a green economy, significant environmental and social challenges must be surmounted if China is to achieve its sustainable development goals.

    According to the report, China successfully decreased its energy intensity per unit of Gross Domestic Product (GDP) between 2006-2010 and has become a global leader in renewable energy technology investment. In addition, it has reduced energy required to produce a ton of cement, a major contributor to CO2 emissions, by 41%. The report also highlights China's strong policy framework supporting a national transition to a green economy, including renewable energy feed-in-tariffs, subsidies and tax advantages, and strict regulations to assist in phasing out inefficient factories, halt water pollution and improve waste management. China's 12th Five Year Plan (2011-2015) sets a national target for the reduction of carbon emissions, through the reduction of carbon intensity per unit of GDP by 40-45% by 2020.

  • Climate Change and Health: A Tool to Estimate Health Adaptation Costs

    This technical document aims to support adaptation planning to protect health from the negative effects of climate change in European Member States. It is based on a review of the science, and provides step-by-step guidance on estimating: (a) the costs associated with damage to health due to climate change; (b) the costs for adaptation in various sectors to protect health from such damage; and (c) the efficiency of adaptation measures: the cost of adaptation versus the expected returns, or averted health costs. The tool is expected to be applied in Member States mainly by ministries responsible for climate-change adaptation. It consists of a document describing the methods step-by-step and a manual with an Excel spreadsheet, which is a visual aid for calculating costs.

  • Climate Change, Water Conflicts and Human Security: Regional Assessment and Policy Guidelines for the Mediterranean, Middle East and Sahel

    This analytical report examines whether climate change undermines human security by intensifying water hazards, such as droughts, floods and water scarcity. It report also assesses vulnerability in relation to climate change-related hazards. The report concludes that climate, hydrological, institutional, political and socioeconomic factors contribute to human insecurity by exacerbating intra- and inter-State conflicts and social tensions. It highlights stronger links between water-related conflicts and political and socioeconomic factors than between water conflicts and climatic factors. While the report identifies democracy and good institutions as the most important variables, it cautions that the importance of each factor is context-specific.

    The report emphasizes that adaptation processes influence the effects of climate change on human security. It recommends a normative adaptive framework for all actors and assessing which human security aspects can and should be traded for others. Policymakers can improve adaptive capacity, reduce vulnerabilities and increase human security, according to the report. It recommends, inter alia: promoting and strengthening institutional accountability and functioning; strengthening civil protection and social security systems; improving capacity to implement policies; developing conflict resolution mechanisms; supporting flexible policy cycles, including early warning systems; and mainstreaming climate change adaptation and disaster risk reduction (DRR).

  • Climate-Smart Agriculture: A Review of Current Practice of Agroforestry and Conservation Agriculture in Malawi and Zambia

    This analytical report explores the livelihood and food security benefits of agroforestry and conservation agriculture in Malawi and Zambia, as well as economic feasibility analyses of the practices.It finds that agroforestry has well-documented improvements in yields and profitability in both countries, while the evidence-base for the benefits of conservation agriculture is positive, but weaker. The paper notes that, while the adoption rate of these practices is higher in Malawi and Zambia than in other countries, it is lower than would be expected considering the potential benefits and the investment made by governments and donors in promoting these climate-smart agriculture activities. The analysis notes that agroforestry provides significant fertilization benefits, though not as much as inorganic fertilizers, but that the two can be used to complement one another.

  • Creating New Norms on Climate Change, Natural Disasters and Displacement: International Developments 2010–2013

  • Derisking Renewable Energy Investment - A Framework to Support Policymakers in Selecting Public Instruments to Promote Renewable Energy Investment in Developing Countries

    This manual introduces the DREI (Derisking Renewable Energy Investment) framework that identifies the barriers and associated risks holding back private sector investment in renewable energy. The DREI assists policymakers to put in place packages of targeted public interventions to address these risks. Each public intervention acts in one of three ways: either reducing, transferring or compensating for risk. The overall aim of the DREI is to cost-effectively achieve a risk-return profile that catalyses private-sector investment at scale as well as to provide reliable and affordable renewable energy solutions in developing countries.

    This paper, prepared by UNU Maastricht Economic and social Research institute on Innovation and Technology (UNU-MERIT), focuses on the inter-temporal resource allocation requirements of a program of technological changes that could halt global warming by completing the transition to a "green" (zero net CO2-emission) production regime within the possibly brief finite interval that remains before Earth's climate is driven beyond a catastrophic tipping point. It formulates a multi-phase, just-in-time transition model incorporating carbon-based and carbon-free technical options.

  • Drawing Down N2O to Protect Climate and the Ozone Layer

    This analytical report analyzes mitigation scenarios, ranging from business as usual, where levels of nitrous oxide could increase 83% between 2005 and 2050, to concerted mitigation, where nitrous oxide levels could be 22% lower in 2050 than in 2005. It provides mitigation options in the agriculture, aquaculture, biomass, industry and wastewater sectors. The report identifies capacity building, cost, lack of training and knowledge and technology transfer as barriers to reducing nitrous oxide. It recommends financial, regulatory and voluntary approaches to overcome these barriers.

  • Green Economy Modelling Report of South Africa - Focus on Natural Resource Management, Agriculture, Transport and Energy Sectors

    This technical document aims to assess potential opportunities and options to promote a green economy, with a focus on key economic sectors set out by South Africa’s National Development Plan – Vision 2030. It presents a modelling exercise that compares a scenario of investments directed to “business-as-usual” (BAU) with scenarios of investments allocated to four critical sectors for a transition to a green economy in South Africa, namely: natural resource management, agriculture, transport and energy. The findings from this assessment using the parameters of economic growth, poverty, employment, resource efficiency and climate change, show that the strengthening of natural resource management and environmental protection is fundamental for sustained economic growth and well-being.

  • Green Jobs in Mauritius: Experiences from a Small Island Developing State

    This activity report presents the various initiatives that have been conducted in 2011-2012 within the Maurice Ile Durable (MID) framework. The first part of the report presents the steps that Mauritius has taken toward sustainability through the MID vision. It goes on to highlight the contribution that the International Labour Organization (ILO)’s Green Jobs Agenda can make to this process. Four studies have been conducted in Mauritius in 2011 to explore the opportunities for green jobs in the country. The second part of the report presents the findings and recommendations from these studies. The third part contains the joint Action Plan by the Mauritian partners, developed as a follow up to the findings of the studies. The Plan aims to ensure that employment is part and parcel of the MID strategy. The report concludes with a review of the key recommendations and an outline of the steps necessary to integrate the action plan into the MID process as well as in the employment policies of the country.
