  • Climate change impacts on critical international transportation assets of Caribbean Small Island Developing States (SIDS): the case of Jamaica and Saint Lucia

    This contribution presents an assessment of the potential vulnerabilities to climate variability and change (CV & C) of the critical transportation infrastructure of Caribbean Small Island Developing States (SIDS). It focuses on potential operational disruptions and coastal inundation forced by CV & C on four coastal international airports and four seaports in Jamaica and Saint Lucia which are critical facilitators of international connectivity and socioeconomic development. Impact assessments have been carried out under climatic conditions forced by a 1.5 °C specific warming level (SWL) above pre-industrial levels, as well as for different emission scenarios and time periods in the twenty-first century. Disruptions and increasing costs due to, e.g., more frequent exceedance of high temperature thresholds that could impede transport operations are predicted, even under the 1.5 °C SWL, advocated by the Alliance of Small Island States (AOSIS) and reflected as an aspirational goal in the Paris Climate Agreement. Dynamic modeling of the coastal inundation under different return periods of projected extreme sea levels (ESLs) indicates that the examined airports and seaports will face increasing coastal inundation during the century. Inundation is projected for the airport runways of some of the examined international airports and most of the seaports, even from the 100-year extreme sea level under 1.5 °C SWL. In the absence of effective technical adaptation measures, both operational disruptions and coastal inundation are projected to increasingly affect all examined assets over the course of the century.     This analytical report has surveyed two areas of trade-related policy to assess their potential for reducing the impacts of the implementation of response measures via economic diversification: global value chains and innovation. It also explored the idea of green industrial policy. Ultemately, the report found a number of ways in which trade policy and trade-related policies could further the goal of economic diversification, helping to reduce response measure vulnerability, and in the process helping to implement the goals of the Paris Agreements.

  • Climate Risk and Vulnerability Assessment Framework for Caribbean Coastal Transport Infrastructure

    The framework provides a structured way for organizations in SIDS to approach climate change adaptation. Climate change adaptation can be daunting, particularly when gaps in data create uncertainties around what conditions may arise and what the costs of impacts and the costs and effectiveness of responses may be over time. This framework is intended to help SIDS overcome these challenges by providing a practical approach that uses available data to inform decision-making at a facility, local, and national level. The primary audience is port and airport managers in Caribbean SIDS, though it will also be relevant to local and national government agencies.

  • Evaluation of the Climate Investment Funds’ Programmatic Approach

    This evaluation seeks to understand the concept of the Climate Investment Funds’ (CIF) programmatic approach and how it has been applied. The evaluation aims to inform future enhancements to the programmatic approach in CIF recipient countries and identify good practice examples for the benefit of other climate finance mechanisms.

    The CIF’s programmatic approach brings systems-level thinking and solutions at scale to help countries meet their climate ambitions and is often cited as one of the CIF’s distinctive features and comparative advantages. It is centered around developing country-led investment plans and thematic programs supported by multi-lateral development bank (MDB) collaboration. The programmatic approach is part of the original design of the CIF and remains its main modality of delivery for all four of CIF’s programs: The Clean Technology Fund (CTF), Pilot Program for Climate Resilience (PPCR), Forest Investment Program (FIP), and Scaling Up Renewable Energy Program in Low Income Countries (SREP).

  • High And Dry: Climate Change, Water, and the Economy

    The impacts of climate change will be channeled primarily through the water cycle, with consequences that could be large and uneven across the globe. Water-related climate risks cascade through food, energy, urban, and environmental systems. Growing populations, rising incomes, and expanding cities will converge upon a world where the demand for water rises exponentially, while supply becomes more erratic and uncertain. They will jeopardize growth prospects in the regions worst affected and in some of the poorest countries. These challenges are not insurmountable, however, and smart policies that induce water-use efficiency, align incentives across regional and trading partners, and invest in adaptive technologies can go a long way toward reducing or eliminating these negative effects.

  • In Harm’s Way: International protection in the context of nexus dynamics between conflict or violence and disaster or climate change

    This overview sets out recommendations, based on the present study, to strengthen implementation of refugee law-based international protection when cross-border movements occur in the context of nexus dynamics. It does so by examining four case studies, which concern:

    - Kenya and Ethiopia’s responses, primarily during 2011–2012, to the cross-border movement of Somalis in the context of drought, food insecurity and famine, when conflict and violence also prevailed in southern and central Somalia; and

    - Brazil and Mexico’s responses, primarily during 2010–2012, to the cross-border movement of Haitians in the aftermath of the 2010 earthquake in Haiti, when insecurity, violence and human rights violations also prevailed in Haiti.

  • Land Tenure Considerations in Sri Lanka’s Proposed National REDD+ Strategy

    This analytial report provides an overview of the forest and land use situation in Sri Lanka where forests have declined rapidly over the past several decades and where indigenous people -known as the Veddha-have been largely alienated from forest lands that they traditionally managed.

    The aim of this paper is to analyze the tenure considerations related to potential PAMs in order to identify the risks (conflicts, political divisions, involuntary resettlement cases to be dealt with, loss of tenure rights with negative livelihood implications) and benefits (carbon sequestration, better informed and equipped officers better able to perform their duties, more sustainable and productive land use, better recognition of tenure rights in development planning, etc) associated with each one.

  • Microfinance for Climate Adaptation: From Readiness to Resilience

    This research brief uses a case study approach to document best practice and innovation on intermediated, concessional, microfinance mechanisms that have arisen from a variety of climate-direction interventions funded through the Climate Investment Fund’s (CIF) Pilot Program for Climate Resilience (PPCR). It shows that using intermediated, concessionary finance to enable inclusive, microfinance solutions allows communities vulnerable to climate change to adapt and build resilience by financing income-producing activities, building up their assets, stabilizing consumption and taking measures to protect themselves against climate risks.

  • Port Industry Survey on Climate Change Impacts and Adaptation

    The present report relates the key findings of the survey, together with some additional information about climate trends and climate-related impacts on seaports and some concluding remarks. The respondent port sample collectively handles more than 16 % of global seaborne trade and can be considered as representative. Although the majority of respondents had been impacted by weather/climate-related events, including by extremes, the study revealed important gaps in terms of relevant information available to seaports of all sizes and across regions, with implications for effective climate risk assessment and adaptation planning.

  • South Asia’s Hotspots : The Impact of Temperature and Precipitation Changes on Living Standards

    This analytical report breaks new ground in understanding how weather conditions affect living standards by combining and analyzing granular temperature and precipitation information and household survey data.   • Water Scarce Cities : Thriving in a Finite World

    This report, using information from the Water Scarce Cities Initiative, attempts to compile innovative approaches—based on cities' successful responses to water scarcity—to inspire a new kind of urban water security. The Water Scarce Cities report intends to magnify the successes of those urban areas and to stimulate knowledge exchange between global cities, their policymakers and, most important, the practitioners. It first seeks to shift predominant, outdated, mostly linear, and siloed thought patterns that sometimes lead to disjointed and costly investment decisions without necessarily providing protection against depleting resources or an increasingly adversarial climate. It then demystifies innovative urban water practices, including managing conventional resources such as aquifers more effectively, tapping new and nonconventional resources such as wastewater, con-trolling demand, or engaging differently (such as showing how the practices were done and what can be learned from them). The goal is to engage meaningfully with diverse water scarce cities to facilitate concrete engagement, product development, and technical assistance.
