7-8 August 2013, Juan Dolio, Dominican Republic. In order to identify funding sources and initiate profile development for potential projects to access climate funds, the National Council for Climate Change and Clean Development Mechanism (CNCCMDL) of the Dominican Republic organized a capacity-building workshop on climate finance on 7-8 August 2013 in Juan Dolio, Dominican Republic. The event, which gathered 38 participants, is part of the second phase of the national UN CC: Learn pilot project.
The administrative and financial director of CNCCMDL, Mr. Evérgito Peña, gave an introductory presentation about the current status of climate finance in the Dominican Republic. Mr. Peña said the country should establish conditions for negotiations with agencies, bilateral and multilateral cooperation that make climate project financing correspond to real national needs, ensuring transparency in the use and allocation of funds as well as proper accountability. Mr. Peña also stressed that financial resources for mitigation and adaptation to climate change should come from different sources and not only from development aid.
During the workshop, Ms. Carola Menzel, representative of the Frankfurt School of Finance and Administration based in Germany, addressed the topic of the global climate finance architecture. In addition, Ms. Maritza Mendez, Lifelong Education Coordinator of the Teachers Education Institute Salome Ureña, highlighted the learning and training component of climate change projects.
Omar Ramirez Tejada, Executive Vice-president of the CNCCMDL, presented an interesting analysis of the current situation of climate finance within the UN Framework Convention on Climate Change (UNFCCC) negotiations regime. Mr. Tejada emphasized transparency as well as good procurement measurements within project implementation at both, local and international scale.
Daniel Abreu, project focal point of UN CC:Learn, presented a guide for the identification of project profiles, in order to support the development of strategic initiatives that may be part of a national climate finance platform, whether they come from the public, business or civil society. During this session, various questions emerged on how climate finance could address the needs of local communities and on capacity building to address climate change and risk management. Mr. Abreu also explained the process for identifying initiatives to be inserted into the Second Phase of the National Strategy to Strengthen Human Resources and Skills to Advance Green, Low Emission and Climate Resilient Development, another component of the Pilot Project.
Among the organizations that attended the workshop, there were the Sur Futuro Foundation, INTEC University, Participacion Ciudadana (PC), the Foundation for Marine Studies (FUNDEMAR), the Dominican Institute for Integral Development (IDDI), the Center for Conservation and Eco-development of Samana Bay (CEBSE), the National Network of Business Support for Environmental Proection (ECORED), Pro Nature Fund (ProNatura), Alianza ONG, the Dominican Institute ftor Agriculture and Forestry (IDIAF), the Center for Business Executive Education (IEBEC) and Plenitud Foundation.
Representing the public sector, there were the Ministries of Environment and Natural Resources, the Ministry Education, the Ministry of Finance, the National Energy Commission (CNE), The Central Bank of the Dominican Republic, the National Institute of Water and Sewer Service (INAPA), the National Institute of Education and Training of Teachers (INAFOCAM), the Dominican Federation of Municipalities (FEDOMU), the Office for the Reorganization of Transportation (OPRET), among others.
